InCom Offer Sparks Heat Against the Republic

On October 12, 2142, InCom offered a military contract to Tejas, a state of the United States of Thessara. Tejas has prided itself on military autonomy for generations, holding strong at Thessara’s southern border against waves of Afflicted. Recently, these incursions have become stronger and harder to hold back, and more recently, the Afflicted have begun to overpower Tejas’s military ability to hold them back.

As the conflict has escalated, the federal government has become more and more concerned with defending Tejas and its citizens. Tejas has railed against these advances, claiming that Thessara is trying to take away their military autonomy, and enforce a stronger federal power in the state.

In an attempt to provide aid without provoking unnecessary suspicion, InCom went directly to the state of Tejas to offer its military aid. if InCom had gone to the Thessaran federal government, it’s a real possibility that Tejas would’ve believed InCom was on Thessara’s side, instead of believing InCom is providing the resources out of kindness.

InCom did not offer its aid to cause any distress to Thessara or Tejas. They only wished to provide humanitarian aid to Tejas, and in turn, help Thessara. InCom has no current plans to start a conflict with Thessara, and a military contract is not an opening act of war. InCom wishes to help without Tejas believing InCom is trying to take control for the federal government.

InCom Backlash and Response

For those who haven’t read our previous article, On October 12, 2142, InCom offered a military contract directly to Tejas, without going through the Thessaran federal government. This has caused much backlash against InCom, including accusations of increasing tensions and side-stepping the federal government of Thessara.

It is true that InCom did step around the government, but not for reasons of dissent. It side stepped Thessara to give what was supposed to be immediate aid to Tejas, and not to be bogged down by the federal government and long legal processes. Tejas has a distrust of any help offered by the federal government, even if an outside source was offered to help them by Thessara.

In a speech given by Andrew Teller, CEO of InCom, and Governor of the Corporate City State of InCom, in front of InCom headquarters, he says “The people of Tejas don’t trust the help of the federal government. They fear that the federal government will attempt a seizure of power, if they give the government the power to do so. If they trusted the federal government, I wouldn’t need to offer my services to either side.”

In that same speech, he mentions Nordstjerne’s response to the issue, and Fred Sterling’s speech. “What these foreign governments say about businesses is correct. Sometimes, corporations get too large, and their head becomes larger than their business. I am not one of those business owners. InCom owns businesses around the world, and because of our service to Rilicon during those horrible 11 years, InCom acts as an independent government within the Republic. So, while corporate InCom acts as if they are a country, that is because InCom is an independent entity. This city, which was originally Pyongyang, is owned entirely by InCom. that, along with written documents between me and the fine president of Rilicon, Astreum Ito, makes InCom a sovereign nation, not just a corporation. Every employee of InCom isn’t necessarily a soldier, but our agreements can be and will be enacted with foreign entities, without needed approval by any other body or foreign power. Our ability to enter contracts will only be hindered by foreign policy, and laws of the country we are entering a contract with, but not by a foreign power laying claim over our corporations.”

InCom released a public statement, stating it would honor Thessara’s right to refuse the contract between InCom and any of its states, but they also stated that they will not leave “Physical assets unprotected”. The exact figures are unknown, but InCom said it would have around 20 local security personnel, there to protect InCom employees and assets. They are not affiliated with Tejas or Thessara, and will not impede either entity’s armed forces. These forces are not in support of Tejas’s or Thessara’s government, but instead are supporting InCom owned businesses, and their personnel.

These forces won’t be used in any way other than to protect InCom’s real estate and physical assets, and provide what aid they can with their limited resources. Tejas has made no request for these personnel, and Thessara has not authorized them as military contingent. They are InCom personnel protecting InCom assets. These personnel will participate in guarding InCom’s physical assets, but may not participate in military operations conducted by Tejas or Thessara.

MODERATOR CLARIFICATION

A minor continuity clarification regarding the references to InCom personnel already being stationed in Tejas: those deployments should be considered non-canon unless previously cleared with the rest of the players. This stands here, in this case and any other case. Under the established entry, customs, and security framework of the United States of Thessara, a foreign armed force of that size could not enter or operate inside the country without prior authorization or a specific bilateral arrangement.

This does not invalidate the wider InCom–Tejas storyline, the political discussions, or the proposed future support. It only removes the implication that hundreds or thousands of InCom troops are already physically present in Tejas.

Please proceed on the basis that any future InCom military presence would require prior IC negotiation and OOC approval before being treated as established fact.

Rilicon Attacked By Unknown Enemy

On January 9th, 2143, an unknown force launched a military operation on Busan, one of the largest cities in the nation. These attacks included unmarked aircraft and water vehicles. These vehicles weren’t detected until they were within view of the shore due to communication disruptions throughout the morning, which caused cellular communications to go down, along with confusing RADAR and SONAR systems.

In response to the vehicles attacking the shore, President Ito sent 5,000 men from the army, and a fleet led by highly honored naval officer Vice Admiral Piener. These forces were also supplemented by 10,000 InCom personnel, along with aircraft and water vehicles from the CCSI (Corporate City State of InCom). Their main goal was to secure the coastline and keep the attackers out and off of the country.

Riliconian authorities have started to investigate the attackers, trying to determine where they got the vehicles, and who distributed those specific models.

The Riliconian Air Force and InCom aircraft were ordered to circle key points and cities in the nation, along with all commercial flights being grounded for the time. Air defense systems were initiated across the nation.

Eye witnesses report that the water vehicles were mainly jet skis and speed boats, while the aircraft were lightly built. this shows that the attackers were planning on speed and precision, instead of brute force.

At the end of the conflict, there were 10,000 dead, and 25,000 injured.

In an interview with Astreum Ito and Andrew Teller, both had similar messages. Both leaders referred to the attackers as “Terrorists that will be hunted down and tried”.

6 Foot Man Walks Off Cruise With an Extra 5 Feet

On January 14th, 2143, Elias Mercer went on a cruise with his wife, Lisa Mercer. when he returned to shore on the 21st, he had grown an impressive 5 feet from when he took off from shore. Standing at 6′ 3″ when he left shore, he gained another 5 feet, pushing his height to 11′ 5″. He told our interviewers that he noticed “No changes in how he felt,” and he apparently only noticed the changes after surprised looks from other people on board the ship, specifically his wife commenting on him looking taller.

Our interviewers continued the talk with Lisa. She said that she started to notice the difference after the 3rd day, when they were starting their return to Rilicon. it was small at first. She said the first day after the difference, he had to duck to avoid hitting his head on the door. Two days later, he had to crawl to get through the same door.

We also interviewed Elias’s doctors. They’ve stated they have “No idea how this has happened, but we will find out.” They’ve run full body scans, and other tests to identify what happened to cause such growth. He’s repeatedly stated that he feels fine, and just wants to leave the hospital.

This event has caused many people who are “lacking in stature” to attempt to get on the cruise Elias was on, in the hopes of getting taller. The cruise ship has been shut down by Rilicon’s health department to insure that the ship is safe for human passage.

InCom Gets National Attention, In a Good Way

InCom has gotten a lot of attention in the past few months. From sovereignty disputes and controversial contract proposals, InCom has been portrayed as a villain in the public eye.

Fortunately, the Divine State of Guangzhou doesn’t look through the public eye.

As of January of 2143, InCom has been offered the opportunity of building a headquarters and competing in Guangzhou’s commercial market. This is an honor for InCom, especially after its difficult relations with other nations. Hopefully this will be a turning point in InCom’s reputation.

Andrew is expected to visit New Guangzhou Prime as a guest of Carmilla Sinclair’s, CEO of Vowbound Industries and Minister of Sovereign Defense. She also has the same problem of being both a corporate leader and being in a government position. It is unknown when Andrew will visit, but a site has been designated for InCom’s Guangzhou HQ.

The following statement is issued by Andrew Teller in response to the recent declaration by the United States of Thessara concerning InCom’s political status and international activities.

“Good morning, everyone gathered here in Pyong-InCom. I don’t normally give speeches like this. I like speaking directly to the people, but I risk losing control of my emotions and saying things better left unsaid. That said, I feel I can talk about my corporation in front of you fine people.”

“First, I would like to commend how much thought went into that speech, despite how much of it is incorrect. He is right that Thessara doesn’t need to view my corporation as a nation, and Thessara doesn’t need to see me as an international leader. They both, of course, are viewed that way by Rilicon, but what other nations and leaders can’t argue is that I am a governor. If you want to argue that I’m not an international leader, then so be it, but either way, I am a political figure, not just a CEO.”

“I really thought that the Diffusion Discussions would at least soften President Sterling’s view of me, but it seems it hasn’t. He still views me as a criminal without me committing a crime, and will continue to do so unless I somehow prove my innocence, and even then, he will continue to view me with suspicion.”

“On my dealings with Guangzhou, I did not announce it as a way to prove my sovereignty. I announced it to brag about my corporation and its entrance into Guangzhou’s market. Guangzhou has not stated its position on InCom and its sovereignty, and I hope it stays that way.”

“Now, I’m sure everyone knows what President Sterling would most like me to address: my relations with Tejas. As of the current moment, President Sterling has provided no evidence that InCom is interfering in Tejas’s internal affairs. I have no men, except for the 20 protecting my assets, in Tejas, and have no advisors currently within Tejas. I offered one contract, at one point. I do not believe that offering assistance should, by itself, subject InCom to endless suspicion.”

“So, in closing, I am the leader of a sovereign state. Like Taiwan, Vatican City, Palestine and Singapore, I just want to be free, like Singapore was. My nation is larger than Singapore was when it gained independence, yet you treat me as if I’m the leader of Palestine or Taiwan, leaders of political powers but their nations are refused sovereignty. My nation was free, just as theirs were. I lead an independent state that some nations refuse to acknowledge, or blow off as a big headed CEO who’s gotten too big for his own good. My autonomy is granted, and I have the financial and strategic importance to keep it. Give me a checklist of what counts as a nation, and I will check every box until you agree that I am a nation. Until then, you can believe I have no government, and you can believe I’m over-confident. You cannot believe I don’t have political power, and you can’t act like I’m not a leader.”

After careful consideration of the situation, Rilicon has chosen to stand by InCom. InCom has put Rilicon in an unsavory situation, but our loyalties aren’t broken due to disputes.

InCom is granted full sovereignty through Rilicon. Their government is completely separate from ours, and if InCom chose to, they could move from The Corporate City State to another territory without Riliconian approval. It is due to a strong personal and political connection between InCom and Rilicon that InCom is a city state within our territorial domain.

InCom’s sovereign duties are as follows:

Self-government and independent administration
An independent economic market
Governance under a constitution written by Andrew Teller
The provision of humanitarian aid and protection for the city-state’s population

InCom still has strong ties to Rilicon. While holding its sovereignty, by law, some of the legal ties between the two is:

Shared Citizenship. If you are a citizen of InCom, you are a citizen of Rilicon, and vice versa.
Extradition. If you commit a crime in InCom or Rilicon, you will be tried in the courts of the state in which the crime was committed.
Mutual Defense. An attack against InCom is an attack against Rilicon, and vice versa.

Rilicon and InCom’s relationship is defined by the bilateral agreement reached at the beginning of InCom’s sovereignty.

We respect your position on InCom, and we hope that you can come to respect ours. This corporation stood in our place as a government for years, and we will continue to honor our agreement that made them sovereign.

We hope in time the rift between your nation and InCom will heal, and you can reach an agreement with each other. Until then, I hope that at least Rilicon and Thessara can maintain a healthy relationship with communication, trade, and if it comes to it, assistance in a crisis.

I agree that InCom has acted out of line in Tejas. I do not vouch that Andrew will not make more mistakes or get a larger head than he actually has. However, I can promise I have a hold of the situation. I hope this clears up within the next few weeks.

Andrew and I will continue discussing the situation.

Rilicon has made its position clear. We will continue to act in accordance with our own judgment.

I am a corporate leader. I can understand that there are some fights I will not win. There are people who are more hard headed than me, more confident, and more powerful. I have been arguing with one of those people over a claim that they will not accept, even after constant debate.

I will not relinquish my sovereignty. I will relinquish arguing over it with Thessara. They will not see me as a sovereign nation, and I’ll have to accept that at the current moment. I’ll continue arguing with other nations, those that might accept my sovereignty, but Thessara does not need to accept it.

I will also claim that I did use the improper channels for the Tejas situation. I should’ve gone through the federal government for that situation. I wished to give Tejas the necessary relief quickly, but ultimately the assistance never came due to not using the proper channels.

So, I’m sorry. I have handled many situations incorrectly. I hope that mine and Thessara’s relationship can heal, and at some point they see me as an equal.

President Elected In Rilicon for the First Time in 21 Years

On February 21st, 2143, Astreum Ito was re-elected president in a landslide against his competitor, Nathaniel Cross. This was the first election since 2122, making it 21 years since Astreum Ito was first elected in Rilicon.

Astreum ran on his experience as a president and the same morals he held 20 years ago. He believes that democratic and republic processes are needed to run a nation, and that he holds the people’s views first.

In a press release given after his re-election, president Astreum said this:

“I have held my values strong above anything else for 20 years. I’ve spent a great part of my life securing the people here a home that their children, and their children’s children can be proud of. Thank you for re-electing me, and I’ll continue to serve this great nation. Long live the Republic.”

Interviews with Riliconian citizens suggest that Astreum’s re-election was driven not only by his political principles, but also by his experience in office. Several citizens expressed concern about the uncertainty a new president might bring, noting that they had never known another leader of the Republic.

Execution for the First Time in Riliconian History

On February 26th, 2143, Teru Mikami, the Supreme Court Justice of Rilicon, signed the name of Marcus Veylan and himself in the Capital Punishment Ledger, the last document signed to authorize the capital punishment of a prisoner.

The Ledger has only ever had a signature in it twice, both of which were for Marcus Veylan. Marcus Veylan was charged with treason for releasing government documents to insurgent groups, which ultimately caused the disaster that collapsed the Riliconian government. His original punishment was interrupted by the same insurgents who caused the collapse, but after Marcus’s hiding place was, in an act of irony, leaked to the Riliconian government by the insurgents, he was arrested, and re-sentenced to death.

Marcus and the insurgents are leading suspects in the attacks against Busan as well, due to the methods of attack that were executed on Rilicon both times. Marcus was originally supposed to be executed March 1st, 2127, and is currently scheduled to be executed March 1st, 2143, exactly 16 years later.

It is hoped that, when this traitor is put to Justice, many people can sleep easier, knowing the criminal that caused a nation’s collapse is finally done with his terror.

“THE CORPORATE TITAN” LANDS IN THE CORPORATE ALLIANCE

On February 28th, 2143, Andrew Teller, the CEO of InCom, and the Governor of the Corporate City State, arrived in Guangzhou for the first time, the home of the Corporate Alliance.

Andrew was offered an opportunity to grow InCom’s influence into the Guangzhou economy, and accepted. His visit is to view potential areas for InCom’s Guangzhou Headquarters, and meet with corporate leaders in Guangzhou.

In a statement given by Andrew before his departure, he spoke highly of Guangzhou’s government and corporations, especially Vowbound Industries, one of the nations leading companies in defense. InCom’s monetary value is nearing the value of the corporations in the Corporate Alliance, but Andrew has made it clear he has no interest in forcing himself into the Alliance until his business has grown.

His exact words regarding the Alliance were:

“I respect the corporations in the Corporate Alliance. They’ve built themselves up to the point the government realized them. I will admit, they are somewhat intimidating. I will also admit, I am somewhat intimidating. I plan on entering the market as an equal, and continuing towards greatness. There are companies larger than mine in the Alliance. But, again, my company is larger than so many other companies in Guangzhou or Rilicon. I was once the small fish in the pond. Now I’m the biggest fish, and need to find a bigger body of water.”

He also had views on Vowbound Industries, stating that “They have been hospitable and inviting through the process of InCom’s integration.”

PUBLIC STATEMENT FROM ANDREW TELLER, RELATING ARREST OF THOMAS CALLAHAN

Good morning, all the people gathered here today. A truly grievous discovery has been put upon my desk, and I’m afraid that I’m not completely innocent in all of this.

Concerning Thomas’s arrest, I’ll admit that I preferred him over the Sterling administration. He was willing to openly communicate with me, instead of ignoring anything I said to claim sovereignty. However, this does not mean that his actions were not acts of treason, and if it comes to it, I will sit in the prosecution as a witness.

Concerning InCom’s activities in Tejas, none were direct military interaction. I never signed a paper authorizing forces within Thessara, and I never offered a contract. I offered an offer, and showed that there’d be support if Tejas chose to secede. If President Sterling wishes, I’ll spare the investigators the trouble of searching and release the private correspondence between myself and the accused.

And I’ll admit, many of the messages are incriminating of me. As a CEO, they’re incriminating of my company. I wrote many of those messages while in a state of anger, and as such, said things better left unsaid. If it comes to my eventual arrest, I will take the charges given to me, and pay my dues to Thessara.

If President Sterling is willing to discuss over alternative punishment, and allow me to pay in ways other than imprisonment, capital punishment, or the dissolution of my company, I would be more than willing. If he prefers to watch me be prosecuted by the judicial system, then I’d understand his position on the matter.

May this act as an apology of InCom’s, no, my conduct over the Tejan conflict, InCom’s sovereignty, and any other conflicts caused by me and my ego. It all started with one contract, and very well may end with me paying for it dearly.

ANDREW TELLER ARRIVES IN THESSARA FOR HIS ARREST

Andrew Teller, CEO of InCom and Governor of the CCSI, arrived in Thessara of his own volition on April 20th, 2143, pending his trial. A international request for his arrest was issued by the Thessaran government, and in a discussion with his secretary, it was said that “He read the order, stood up, and left the building”

On an InCom private jet, he arrived in Thessara the same day the warrant was issued. Accompanying him was Teru Mikame, Supreme Court Justice of the Democratic Republic of Rilicon. In a public statement, Teru stated “I am not escorting Andrew to Thessara. He has stated a clear position on taking himself to Thessara. I am simply attending with him to discuss potential punishment if Andrew Teller is found guilty.”

Andrew warned the police in Thessarapolis of his arrival, and was arrested upon arrival. Teru was escorted away from Andrew, and no more information is available as of the current moment.

Riliconian President Astreum Ito and Minister of Logic Sabian Kerberbur have no comment on the arrest.

Andrew appeared in front of InCom’s HQ in Pyong-InCom after The Diric Sun article titled Andrew Teller Arrives In Thessara For His Arrest

“I understand some misinformation was spread by Carter. It’d be nice if he’d research a bit more before writing about me, but it’s his job. I have not gone to Thessara for my arrest, and Teru has not taken one of my jets to Thessara. If he’s gone there on his own, that is his business, not mine. I will not be taken to a nation for my arrest until the proper evidence has been brought against me. I have no financial records between me and Tejas, because I never signed a check, and Thomas Callahan never signed a contract.”

“What I will do is continue to cooperate with the proper authorities. If they desire to talk to me, they can come to the CCSI. If they desire to arrest me, they know where I am. I will come into Thessara when a trial date is decided, but until then, I will stay in my own world, my own nation, and my own company.”

“Fred Sterling has refused to listen to me before, so I see no reason to listen to him now. When we can talk equal to equal, or at least, in a way without a power dynamic, then we can talk. I’ll listen to his justice system, and I’ll appear in court without an issue. I will not be held in a cell until then.”

PUBLIC STATEMENT FROM ASTREUM ITO CONCERNING THESSARA’S ARREST WARRANT FOR ANDREW TELLER

Good morning, people here today. I’m sure the news of Andrew’s international arrest order has reached all of you here, so I’ll explain our situation.

First, Rilicon stated that wars InCom is forced into, Rilicon will support. If our loyalty to InCom is seen as an act of war, then so be it. We never said we would completely support Tejas out of principle, nor did we say we would be supporting InCom in case of the war in Tejas. I simply told Andrew, after him asking about it, that if he was forced into a war, I would support him. I was not aware of any private activities or correspondence he had with Thomas or Tejas.

Second, we will not shelter Andrew, but we will not use military force to remove him from the Corporate City State. We feel it is entirely within our power to decide if we pursue a criminal beyond our borders, and as of the current moment, the CCSI is not our borders.

Third, if your forces enter our nation, without our written permission, we will see this as an act of war. We may not have strength of arms, but we will protect the citizens we are duty bound to protect. No armed forces from Thessara will enter Rilicon without my written permission. I hope this isn’t a surprise for you.

So, in closing, we did not know Andrew had any plans of helping a war in Tejas, and I am disappointed he did not confide in me. We will not be pursuing Andrew’s arrest until he is in the DRR, and if unauthorized Thessaran forces enter my nation, I will see it as a sign of war, and act accordingly.

Thank you for listening. Hopefully President Sterling can understand my position. If not, it is still my opinion, and I’m not willing to compromise it.

SUPREME COURT CONTESTS INCOM SOVEREIGNTY CONTRACT

On April 23rd, 2145, Supreme Court Justice Teru Mikami began his investigation into the contract that states the corporation InCom has the right to govern its own city state. This investigation came as a result of Andrew Teller’s increasingly “Misuse of sovereign power,” as Teru stated.

The investigation by Teru was launched after Andrew’s international arrest request, and Teru said he was “considering to investigate beforehand”. Teru says that under the 12th article in the Riliconian constitution, “Protection of Public and Private Property,” the exact words of the article are as follows:

“Property is owned by the Democratic Republic of Rilicon, and temporarily loaned to the ‘owners’. Therefore, property taxes are legal, as the property still belongs to the DRR.”

Teru stated that with the powers granted to him by the court, after a lengthy legal process, he could possibly make the contract between the DRR and InCom null and void as unconstitutional.

As of yet, no legal process has been started, and Teru has been less than cooperative with interviews

In one of the few interviews he accepted, he said this:

“I told Andrew Teller that if he was found guilty, I would find a punishment fitting of him. He hasn’t been found guilty of treason, but he’s now evading arrest. He could easily turn himself in, and yet he refuses. This is for Andrew Teller. Your life as the leader of an independent nation is over. If I fail to make your sovereignty void, then the Thessaran courts will do the rest for me.”

After his interview, Teru Mikami accepted our thanks for his time, and requested we stop pestering him.

So, in short, Andrew Teller is still making powerful enemies.
