GEOLOGICAL EVENT 0342B3 — ACCEPTANCE OF JOINT SCIENTIFIC COOPERATION & PROPOSAL FOR REMOTE EXPEDITIONARY SUPPORT
The Divine State of the People’s Republic of Guangzhou acknowledges the Kingdom of Javnia’s latest operational and ecological assessments concerning Geological Event 0342B3.
The continued biological abnormalities associated with the event, evidence of affected organisms beyond the immediate exclusion zone, and the loss of 30 Javnian personnel despite enhanced protective measures demonstrate that the phenomenon can no longer be approached as a conventional environmental incident.
Guangzhou therefore formally accepts Javnia’s proposal for the establishment of a joint scientific working group between the Javnian Environmental Study Group, Guangzhou, and Zvlokiquix.
The Kingdom may consider Guangzhou’s participation unrestricted within the framework requested.
Guangzhou is prepared to provide scientific personnel, laboratories, biological and neurological analysis, engineering support, transportation, surveillance assets, computational resources, quarantine infrastructure, financing, specialized equipment, and any other reasonable material assistance requested by the JESG.
Javnia has identified monitoring, biological sampling, genetic and neurological analysis, migration tracking, reproductive-transmission assessment, intelligence exchange, quarantine development, and coordinated scientific activity as principal objectives of the proposed working group. Guangzhou accepts all ten areas as an appropriate foundation for cooperation.
The NSD further recognizes the Kingdom of Javnia as the controlling authority for operations within the established exclusion zone.
No Guangzhou personnel or equipment will enter the cordon without prior Javnian authorization.

NSD REMOTE-EXPEDITION PROPOSAL
The National Security Directorate has additionally reviewed the reported casualties sustained during exploration of the Hominid cavern complex.
Considering that Javnia is presently attempting to establish a stable electrical connection between its modular molten-salt reactor and an unidentified preexisting Hominid power-distribution system, Guangzhou believes further human exposure during the most hazardous portions of that operation should be minimized wherever technologically possible.
The NSD therefore proposes deployment of:
TEN VOWBOUND REMOTE EXPEDITIONARY UNITS
These would consist of modified VCU-1 Vigilant platforms specifically configured for remote scientific and engineering operations.
They would contain no autonomous artificial intelligence.
They would possess no independent authority to select objectives, alter mission parameters, or continue operations following loss of command.
Every movement and action would remain under direct human control.
In practical terms, the system would operate substantially closer to an unmanned ground vehicle than an independent robotic soldier.

PROPOSED 10-UNIT CONFIGURATION
The initial detachment would consist of ten platforms divided according to mission requirements:
Four Engineering Units would carry manipulator systems, inspection cameras, electrical diagnostic equipment, portable tools and equipment necessary to assist Javnian engineers with examination of the Hominid power infrastructure.
Three Scientific Reconnaissance Units would carry environmental sensors, high-resolution optical systems and equipment capable of retrieving biological, geological and material samples.
Two Survey Units would concentrate on three-dimensional cavern mapping, route reconnaissance and placement of communications infrastructure.
One Recovery Unit would carry additional equipment and provide physical recovery assistance for disabled platforms or scientific packages where practicable.
Weapons would not be standard equipment for the expedition.
Should Javnia determine that protection against anomalous wildlife requires an armed platform, that configuration can be discussed separately.

HOW REMOTE CONTROL WOULD FUNCTION
The principal challenge is not operating the Vigilants themselves.
It is maintaining communications with them underground.
Standard VCU-1 architecture requires external command. Consequently, Guangzhou does not propose modifying the units into autonomous machines simply to overcome the cavern environment.
Instead, Vowbound proposes constructing a temporary communications network as the expedition advances.
A hardened command station would be established at a location approved by Javnia.
Human Vowbound operators would remain at that station and control the ten units remotely.
The expedition would then carry its own communications infrastructure into the cavern.

THE “BREADCRUMB” NETWORK
Vowbound engineers have proposed what NSD documentation informally describes as a breadcrumb communications architecture.
The concept is straightforward.
The expedition begins with a reliable connection to the primary command station.
As the Vigilants move deeper underground, dedicated relay nodes are periodically installed behind them.
Each node connects to the previous node.
The result becomes:
Command Station → Relay 1 → Relay 2 → Relay 3 → Relay 4 → Expedition
The expedition therefore does not need to establish a direct radio connection through kilometers of rock.
It only needs to maintain a connection with the nearest relay node.
As terrain, tunnel geometry, electromagnetic interference or distance begins degrading communications, the survey units deploy another relay.
The network grows with the expedition.

REDUNDANCY
Whenever terrain permits, Vowbound would establish overlapping relay coverage rather than relying upon a single uninterrupted chain.
Where practical, neighboring relays would maintain connections with more than one node.
Consequently, failure of one relay would not necessarily sever communication with everything beyond it.
The system would continuously measure:
Javnian personnel would be permitted access to this telemetry so their expedition commanders could independently monitor the condition of the network.

LOSS-OF-LINK PROTOCOL
This is the most important safety feature.
A Vigilant losing communication does not continue its mission.
It stops.
The unit enters a hardware-enforced safe state and remains stationary until command is restored.
There would be no autonomous exploration, no automatic route selection and no independent attempt to investigate nearby objects.
If communications return, human operators may resume control.
If communications cannot be restored, the platform is considered abandoned until another remotely operated unit can safely retrieve it.
If retrieval itself presents an unacceptable risk, the unit will simply be left behind.
Guangzhou will not risk Javnian or Guangzhou personnel to recover a machine.

THE TEN UNITS ARE EXPENDABLE
The NSD recommends that Guangzhou formally classify all ten platforms as expendable upon deployment.
If a unit becomes contaminated, neurologically affected by the phenomenon, structurally damaged or otherwise unsafe to recover, it will remain within the exclusion zone.
No contaminated platform will be returned to Guangzhou without JESG approval and appropriate quarantine.
The same principle applies to the communications relays.
They may remain underground indefinitely.

WHY GUANGZHOU IS PROPOSING THIS
The purpose is not to replace the Javnian expedition.
It is to place machinery between Javnian personnel and the most dangerous portions of the site.
Javnia has already demonstrated that even controlled exposure, medical observation, biological monitoring and quarantine cannot completely protect personnel operating within the environment.
A remote platform cannot suffer neurological injury.
It does not require breathable air.
It does not need to return simply because biological contamination is suspected.
And if one must be sacrificed, Guangzhou loses equipment rather than another member of the expedition.

COMMAND AND JURISDICTION
Guangzhou proposes a deliberately simple command arrangement.
Javnia controls the expedition.
Vowbound controls the machines.
Javnian expedition commanders determine where the platforms are authorized to travel, what areas may be investigated and what objects may or may not be disturbed.
Vowbound operators execute those instructions through the remote-control system.
Any request by Javnia to immediately halt the expedition will be honored.
Guangzhou seeks no territorial, archaeological, technological or proprietary claim arising from deployment of these systems.
All discoveries would fall under the information-sharing arrangements established by the joint scientific working group.

GUANGZHOU STANDS READY
The Divine State recognizes that Geological Event 0342B3 originated within an area presently controlled and secured by the Kingdom of Javnia.
We also recognize that its consequences may no longer respect national boundaries.
Javnia has already documented affected organisms well beyond the immediate exclusion zone, including observations extending into the Indian Ocean.
For that reason, Guangzhou considers the proposed cooperative effort to be in the interests of all EAST3 members.
The ten-unit Vowbound deployment is offered for Javnia’s consideration and is not contingent upon acceptance of Guangzhou’s participation in the scientific working group.
Our participation in that group is already confirmed.
Regarding everything else:
Tell us what you need.
Guangzhou will provide what it reasonably can.
