I. EXECUTIVE DETERMINATION
Following review of the Kingdom of Javnia’s request concerning Geological Event 0342B3, the entity identified as “IT,” and the deteriorating condition of the hominid population presently under Javnian protection, the Divine State of the People’s Republic of Guangzhou is prepared to accept the population into Guangzhou.
Guangzhou proposes the designation of the entire Wanzhou District of the New Chongqing Region as a protected sanctuary for this population.
Wanzhou encompasses approximately 1,335 square miles within the broader Daba–Wushan Mountain System and is an established, fully functioning urban region rather than a temporary refugee facility.
The objective is therefore not to construct a refugee camp.
It is to provide the population with an existing city capable of becoming their new home, cultural center, protected sanctuary, and eventually a substantially self-governing community. Wanzhou was finished around three months ago after reconstruction from the Great Reset as we race to fully reclaim what was once called China.
Guangzhou further proposes that the undertaking be conducted jointly with the Kingdom of Javnia, with Javnian authorities retaining extraordinary freedom of movement and operational access necessary for the protection, transportation, medical support, and integration of the population.
Our governments will share a common objective:
Remove the population from the effects presently threatening its continued existence, preserve its people and accumulated knowledge, and provide it with the security and autonomy necessary to rebuild its civilization.
—
II. DESIGNATION OF THE WANZHOU SANCTUARY
The People’s Republic of Guangzhou shall designate Wanzhou District, New Chongqing Region, as the primary sanctuary territory.
The sanctuary will encompass approximately:
1,335 square miles
The entirety of this area will be available for residential, cultural, educational, medical, recreational, agricultural, scientific, and community development by the protected population.
Wanzhou has already undergone reconstruction and possesses functioning urban infrastructure, transportation, utilities, healthcare facilities, municipal services, and connections to the wider Guangzhou economy.
Accordingly, large-scale population transfer will not be dependent upon completion of an entirely new city.
Existing infrastructure may be occupied and adapted immediately while Guangzhou and Javnia jointly determine what specialized facilities must subsequently be constructed.
—
III. GEOGRAPHIC PROTECTION
Wanzhou’s location within the Daba–Wushan Mountain System is a principal factor behind Guangzhou’s selection of the district.
The surrounding mountainous geography provides substantial natural isolation and may assist in reducing exposure to external electromagnetic phenomena.
However, Guangzhou recognizes that the characteristics and propagation mechanisms associated with IT remain insufficiently understood.
Guangzhou therefore does not consider mountainous terrain alone sufficient protection.
Instead, geography will constitute one component of a multilayered defensive system developed jointly by Guangzhou and Javnia.
The New Chongqing Region additionally contains a substantial concentration of Guangzhou military and strategic infrastructure. Consequently, electronic countermeasure, communications-protection, signal-monitoring, signal-blocking, hardened infrastructure, redundant communications, and related capabilities are already unusually prevalent throughout the region.
These capabilities will be made available to the joint effort to determine whether the neurological effects presently affecting the population can be reduced or eliminated.
—
IV. PHYSICAL SANCTUARY PERIMETER
The approximately 1,335-square-mile Wanzhou Sanctuary will possess a defined protective perimeter.
Existing rivers, mountains, cliffs, and other substantial geographic barriers will be incorporated wherever appropriate into the sanctuary boundary.
Where adequate natural barriers do not exist, Guangzhou will construct a dedicated protective barrier completing the Wanzhou perimeter.
The purpose of this perimeter is protection and controlled movement during the initial resettlement period.
It is not intended to constitute a penal facility.
The population will possess extensive freedom of movement throughout the approximately 1,335-square-mile sanctuary while Guangzhou, Javnia, and eventually representatives of the population establish appropriate procedures governing movement beyond Wanzhou.
The initial controlled-access policy reflects the extraordinary circumstances surrounding IT, the population’s unfamiliarity with contemporary civilization, and the necessity of ensuring both their safety and that of surrounding communities during the transition.
—
V. SINGAPORE–WANZHOU PROTECTED CORRIDOR
The principal transfer route shall utilize Guangzhou’s Continuum Grid.
Primary Exchange Point: Singapore
Guangzhou and Javnia are already connected through the Continuum Grid line crossing the Strait of Malacca.
Javnian authorities will deliver the population through this connection to the designated exchange point in Singapore.
From Singapore, Guangzhou will establish dedicated Continuum Grid movements directly to Wanzhou.
The sanctuary service shall operate with zero intermediate passenger stops.
Once a protected transport departs the Singapore transfer point for Wanzhou, no passenger boarding or disembarkation will occur until arrival within the sanctuary.
This arrangement minimizes:
transfer time;
unnecessary population exposure;
interaction with Guangzhou’s general population;
opportunities for accidental separation;
logistical complexity;
security requirements at intermediate stations; and
potential exposure to unknown external influences.
Continuum Grid authorities will provide priority routing for sanctuary movements.

—
VI. UNRESTRICTED JAVNIAN ACCESS
In recognition of the extraordinary nature of this operation, Guangzhou will establish a special exemption for authorized personnel of the Kingdom of Javnia participating in the Wanzhou mission.
No Guangzhou visa shall be required.
There shall additionally be:
No personnel quota.
No predetermined maximum deployment.
No maximum duration of stay.
The Kingdom of Javnia shall determine which of its personnel are necessary for the operation.
This may include, but is not limited to:
Javnia may rotate personnel between Javnia and Wanzhou as frequently as operational requirements demand.
Personnel may remain within Wanzhou for whatever period Javnia considers necessary.
Guangzhou will not impose an arbitrary numerical limitation upon the Javnian presence associated with the sanctuary.
—
VII. JAVNIAN ESCORT AUTHORITY
The Kingdom of Javnia is specifically authorized to provide military or civilian escorts during population movements.
Javnian personnel may accompany protected individuals:
From Javnia to Singapore;
From Singapore to Wanzhou;
During movement throughout the Wanzhou Sanctuary;
During medical transportation;
During authorized movement into New Chongqing;
And during return transportation to Javnia.
This authority extends beyond initial relocation.
If members of the protected population need or wish to enter the greater New Chongqing metropolitan region, Javnian military, security, medical, humanitarian, or other designated personnel may accompany and escort them without additional Guangzhou personnel restrictions.
Guangzhou recognizes that the population will initially possess limited understanding of the modern world and that unrestricted unsupervised movement outside Wanzhou may present unnecessary risks both to them and to surrounding communities.
Accordingly, during the initial integration period, movement beyond the Wanzhou Sanctuary will occur through established procedures and may be accompanied by Javnian personnel.
The purpose is not permanent confinement.
The objective is a controlled transition toward greater independence as the population becomes familiar with contemporary society.
—
VIII. SECURITY PRESENCE WITHIN WANZHOU
Guangzhou recognizes that its conventional ground-security forces—particularly humanoid robotic Vigilant units—may appear intimidating or threatening to a population unfamiliar with Guangzhou’s military systems.
The National Security Directorate (NSD) “DoD” will therefore adopt a deliberately low-visibility posture.
Vigilant formations assigned to the sanctuary will primarily secure:
distant approaches;
mountain corridors;
critical infrastructure;
Continuum Grid approaches;
the external sanctuary perimeter; and
other designated outer security zones.
Where operationally possible, Vigilants will remain outside the population’s ordinary field of view.
There is no requirement that Guangzhou ground forces routinely patrol residential communities.
Javnian Security Presence
The Kingdom of Javnia is welcome to establish whatever reasonable security presence it determines necessary within Wanzhou.
Javnian forces may escort transports, accompany the population, patrol designated areas, maintain liaison elements, rotate personnel, or establish a continuing protective contingent.
The extent of that presence shall be determined by Javnia in consultation with the Joint Sanctuary Commission.
—
IX. ACCESS TO NEW CHONGQING
Wanzhou’s protected status will not require complete isolation from Guangzhou.
The sanctuary remains connected to New Chongqing, providing the population access to one of Guangzhou’s major metropolitan regions.
During the initial transition period, excursions and movements into greater New Chongqing may be organized through the Joint Sanctuary Commission.
Javnian personnel are explicitly authorized to accompany such movements.
As the population develops familiarity with contemporary transportation, language, law, technology, customs, and social conditions, these restrictions should progressively decrease.
The long-term objective is not permanent controlled movement.
The objective is to reach a point at which members of the population may safely interact with the wider Guangzhou society with progressively less assistance.
—
X. MEDICAL SUPPORT
All protected individuals admitted under this agreement shall receive access to Guangzhou’s healthcare system without charge. This also applies to all Javnia personnel working within the region.
Until dedicated facilities appropriate to their unique neurological and physiological requirements can be established within Wanzhou, the medical infrastructure of the entire New Chongqing Region shall be placed at their disposal.
This includes access to hospitals, laboratories, specialists, diagnostic systems, emergency services, neurological services, rehabilitation facilities, and associated medical personnel.
Guangzhou proposes that Javnia and Guangzhou subsequently establish a dedicated medical and neurological complex within Wanzhou.
The immediate medical priority will be establishing neurological baselines and determining whether relocation away from Metharom and Geological Event 0342B3 slows, halts, or reverses the deterioration presently affecting the population.
All such medical programs shall recognize the protected population as patients and partners rather than experimental subjects.
—
XI. JOINT SIGNAL DEFENSE PROGRAM
Guangzhou proposes the immediate establishment of a Joint Guangzhou–Javnia Signal Defense Program.
The program shall combine Javnian knowledge concerning IT and Geological Event 0342B3 with Guangzhou’s electronic-defense, infrastructure, monitoring, computing, engineering, and signal-management capabilities.
The program will evaluate:
signal propagation;
electromagnetic shielding;
geological attenuation;
electronic suppression;
hardened structures;
underground protective facilities;
active and passive countermeasures;
neural exposure monitoring;
early-warning systems; and
emergency isolation procedures.
Orion Systems and appropriate Guangzhou defense organizations will make relevant technical resources available to the joint program.
No assumption shall be made that conventional electronic jamming alone can defeat IT.
Every protective measure shall therefore be treated as part of a layered defense architecture.
—
XII. KNOWLEDGE AND CULTURAL PRESERVATION
Guangzhou agrees with Javnia that preservation of the population’s accumulated knowledge represents an urgent humanitarian and strategic requirement.
The Joint Sanctuary Commission shall therefore establish a comprehensive preservation program.
This program should document, at a pace acceptable to the population:
language;
history;
cultural traditions;
social structures;
scientific knowledge;
engineering knowledge;
technological principles;
historical records;
understanding of their previous civilization;
knowledge concerning IT;
containment methods; and
information concerning the circumstances that caused the failure of the original containment system.
Two distinct repositories are proposed.
Wanzhou Cultural Archive
A cultural and historical repository principally controlled by representatives of the protected population.
Joint IT Containment Archive
A compartmentalized TOP SECRET repository jointly administered by Guangzhou, Javnia, and authorized representatives of the protected population.
Residence within Guangzhou shall not automatically transfer ownership of the population’s cultural or historical knowledge to the Guangzhou government.
—
XIII. PROHIBITION ON IT-ASSOCIATED MATERIAL WITHIN WANZHOU
Guangzhou strongly recommends—and is prepared to establish as a sanctuary security requirement—that physical material potentially connected to IT not be transferred into Wanzhou.
This includes:
recovered artifacts believed to interact with IT;
compromised artificial intelligence hardware;
active or suspected signal-generating equipment;
unidentified technological systems recovered from affected sites;
material recovered directly from Geological Event 0342B3 where contamination or influence cannot be excluded; and
other physical objects reasonably suspected of maintaining a connection with IT.
Such material should remain within appropriately secured facilities in Javnia, unless both governments subsequently agree upon another isolated research location.
Information may be securely transmitted to authorized Wanzhou researchers.
Personnel may travel between approved facilities subject to appropriate safety procedures.
The sanctuary itself, however, should remain physically separated from IT-associated material.
The operating principle shall therefore be:
Javnia remains the frontline of containment. Wanzhou becomes the sanctuary of preservation.
—
XIV. JOINT SANCTUARY COMMISSION
Guangzhou proposes establishment of a Joint Sanctuary Commission.
The Commission will ultimately contain three principal delegations:
People’s Republic of Guangzhou
Kingdom of Javnia
Representatives of the Protected Population
During the initial transition, Guangzhou and Javnia will necessarily provide substantial administrative, medical, logistical, security, and technical assistance.
However, this arrangement is not intended to permanently place Wanzhou under external administration.
The protected population shall progressively assume responsibility for its own community.
—
XV. LONG-TERM STATUS OF WANZHOU
Guangzhou is prepared to consider an extraordinary degree of local autonomy for Wanzhou.
As the population becomes capable of independently administering the district, Guangzhou proposes progressively transferring local governmental functions to institutions selected or established by the population itself.
The eventual objective would allow the population to administer Wanzhou in a manner comparable to its own nation, including substantial responsibility for:
local government;
education;
cultural institutions;
community administration;
municipal services;
internal development;
local economic policy; and
preservation of its identity and traditions.
Guangzhou would retain ultimate territorial sovereignty while recognizing Wanzhou as a Protected Autonomous Sanctuary Territory.
Its external security would be jointly guaranteed by the People’s Republic of Guangzhou and the Kingdom of Javnia.
At that stage, the Joint Sanctuary Commission could transition from direct administration toward diplomatic, security, scientific, and logistical coordination between Guangzhou, Javnia, and the Wanzhou authorities.
—
XVI. STATUS OF THE PROTECTED POPULATION
The Government of Guangzhou wishes to make its position explicit:
These individuals are not prisoners.
They are survivors of an extraordinarily old civilization facing circumstances that threaten their continued existence.
The temporary security controls surrounding Wanzhou are intended to protect the population, facilitate their adaptation to contemporary civilization, prevent uncontrolled exposure to external threats, and protect surrounding communities during an unprecedented transition.
The long-term Guangzhou objective is increasing independence, increasing self-government, and decreasing external control.
Their civilization should not survive IT only to lose its identity through resettlement.
—
XVII. GUARANTEE OF JAVNIAN PARTICIPATION
Guangzhou recognizes that the Kingdom of Javnia discovered this population, established contact with it, and has undertaken responsibility for its protection during an extraordinary crisis.
Their relocation into Guangzhou will not terminate that relationship.
Javnia shall remain a principal partner in their protection.
Accordingly, Guangzhou commits to maintaining the Singapore–Wanzhou corridor, unrestricted mission-related Javnian access, Javnian escort authority, participation in sanctuary administration, participation in scientific and medical programs, and a role in the long-term protection of Wanzhou.
The sanctuary is located within Guangzhou.
Its protection will be a shared responsibility.
—
XVIII. PROPOSED IMMEDIATE ACTIONS
Upon acceptance by the Kingdom of Javnia, Guangzhou proposes immediate establishment of a joint advance coordination group.
The first phase shall include:
Formal designation of the 1,335-square-mile Wanzhou Sanctuary.
Activation of the Singapore–Wanzhou Continuum Humanitarian Corridor.
Establishment of zero-stop protected Continuum movements.
Activation of the Javnian visa and personnel-limit exemption.
Establishment of Javnian escort and security authorities.
Medical preparation throughout Wanzhou and greater New Chongqing.
Establishment of the Joint Sanctuary Commission.
Initial signal-defense surveys throughout the Daba–Wushan region.
Construction of protective barriers across portions of the Wanzhou perimeter not adequately secured by mountains, rivers, or other natural terrain.
Establishment of the Wanzhou Cultural Archive and Joint IT Containment Archive.
Establishment of procedures preventing IT-associated physical material from entering the sanctuary.
Commencement of population transfer as soon as Javnia determines conditions permit.
—
XIX. FINAL POSITION OF THE PEOPLE’S REPUBLIC OF GUANGZHOU
The People’s Republic of Guangzhou accepts the Kingdom of Javnia’s request for assistance.
We are prepared to make Wanzhou available as a sanctuary for this population and to place the transportation, medical, technological, logistical, and defensive resources of Guangzhou behind the effort to ensure their survival.
We recognize simultaneously that Javnia possesses knowledge, experience, and established relationships that Guangzhou does not.
This operation therefore cannot—and should not—be conducted by Guangzhou alone.
Javnia will have unrestricted operational access necessary to continue protecting the population, while Guangzhou will provide the territory and national infrastructure necessary to give them a secure home.
Our immediate responsibility is preservation.
Our long-term objective is considerably greater:
That the people transferred to Wanzhou eventually require neither Guangzhou nor Javnia to govern them.
That Wanzhou become their city.
That their language, culture, history, and knowledge survive.
And that Guangzhou and Javnia stand outside its boundaries not as occupiers, but as the two nations guaranteeing that what survived beneath Metharom will never again face extinction alone.
