The Eternal Tower also established a firm boundary around foreign participation.

International companies may participate extensively in the physical and industrial construction of Terminus, but classified military systems will remain closed to outside contractors. (WITH EXCEPTIONS)

Reactor construction, propulsion technology, weapons integration, strategic command infrastructure, and other classified defense systems will remain exclusively under the authority of Vowbound Industries and the NSD, consistent with the restrictions announced during the First Address.

A RACE TO BUILD THE DRY DOCKS

Among the most consequential contracts now entering competition are those connected to Terminus’s enormous supercarrier construction facilities.

Phase II is already focused on supercarrier dry docks, submarine facilities, heavy assembly halls, underground logistics corridors, industrial rail terminals, reactor-engineering campuses, steel complexes, and fleet-integration facilities.

The schedule leaves little room for delay.

Guangzhou has already announced that its first naval construction program will begin next year, including three fleet supercarriers, four guided-missile destroyers, two nuclear attack submarines, and one fleet logistics vessel.

That means several of Terminus’s initial construction basins, fabrication facilities, and supporting industrial systems must reach operational status within 18 months.

Companies capable of accelerating that timeline are therefore expected to receive particular attention.

The program will identify aging, overcrowded, inefficient, and deteriorating residential districts throughout all 27 provinces and replace or comprehensively modernize them through coordinated national and provincial development.

New communities will integrate modern residential towers and neighborhoods with public transportation, schools, childcare, healthcare, commercial districts, green spaces, recreation, and essential government services.

Development will prioritize proximity to the Continuum Grid and existing employment centers, reducing the distance between where Guangzhou’s citizens live and where they work.

Project Hearth will not be limited to construction.

But where the coastline no longer needs to serve industry, it will serve the people.

For millions of citizens who have lived within kilometers of the sea without meaningful access to it, the coastline will become part of everyday public life.

THE PURPOSE OF THE CRS RESERVE

The Meridian Commerce Authority recently began reconciling the CRS Reserve specifically to establish an accurate accounting of Guangzhou’s accumulated international holdings.

Tonight, the Eternal Tower provided greater clarity regarding their future purpose.

Eurodollars held by Guangzhou will remain separated from the domestic DGC monetary system.

Instead, those reserves can be used to meet international obligations with governments and organizations that do accept Eurodollars.

That creates a financial barrier between Guangzhou’s international spending and its domestic economy.

The following phase calls for a major Javnian engineering surge through Months 20–30, followed by progressive activation of supercarrier infrastructure and selected dry docks during Months 31–42.

The €$30 billion payment does not grant Javnia ownership or equity in Terminus. The agreement explicitly preserves Guangzhou’s sovereignty and control over the project.

Javnia is being paid to help build it.

And Guangzhou will own what emerges.

NEW GUANGZHOU PRIME — The National Security Directorate has authorized the production of an additional 3,000,000 Vigilant military units, with the entire order designated for Project OBLIVION.

When production is complete, Guangzhou’s Vigilant force will rise from approximately 12 million units to 15 million—a figure that is already raising uncomfortable questions about just how large the State intends its military establishment to become.

The new authorization will bring Guangzhou’s force structure to approximately:

THE STATE’S ARGUMENT

Officials familiar with the authorization argue that raw troop totals can be misleading.

Vigilants do not impose the same personnel, housing, training, retirement, or long-term welfare requirements associated with conventional human militaries. Large numbers can remain inactive until required, allowing Guangzhou to maintain enormous reserve capacity without permanently mobilizing millions of personnel.

There is merit to that argument.

It does not eliminate the broader question.

Guangzhou is constructing military infrastructure on a scale without historical precedent while simultaneously increasing the force intended to occupy it.

Perhaps OBLIVION will ultimately justify that investment.

Perhaps the capabilities being developed beneath its classification barriers will make today’s numbers appear entirely rational.

But the government cannot reasonably expect the public to reach that conclusion when it refuses to provide the information necessary to evaluate it.

Guangzhou believes in strength.

Strength has protected the Republic, preserved its sovereignty, and allowed Guangzhou to pursue an independent course in an increasingly uncertain world.
