GUANGZHOU CONDEMNS ATTACK ON THESSARA; SOUL ORDERS IMMEDIATE NATIONAL SECURITY RESPONSE

Chairman warns attack represents an “extraordinary escalation” as Guangzhou locks down airspace and begins sweeping review of critical national systems
NEW GUANGZHOU PRIME — The Divine State has unequivocally condemned the attack against Thessara, with Chairman Veneer Soul declaring that deliberately compromising systems upon which an entire society depends represents a threshold no responsible nation should tolerate.
In an extraordinary address delivered before the people of Guangzhou, Soul pledged the Divine State’s support in demanding accountability while warning that the sophistication of the attack raises questions extending far beyond Thessara itself.
The Chairman subsequently announced immediate restrictions on Guangzhou’s airspace and ordered sweeping security reviews of the DGC, Continuum Grid, Vigilant forces, and some of the most sensitive systems within the State.
The measures come on the eve of the Ascension Tour, as millions of domestic and international visitors prepare to travel throughout Guangzhou.

OFFICE OF THE CORPORATE ALLIANCE
Statement of Chairman Veneer Soul
“People of Guangzhou, and our counterparts throughout the international community:
The attack against Thessara represents an extraordinary escalation.
The Divine State unequivocally condemns those responsible.
Whatever disagreements may exist between our governments, deliberately compromising the systems upon which an entire society depends crosses a threshold that no responsible nation should tolerate.
Guangzhou stands with Thessara in demanding accountability.
But condemnation is not enough.
If systems of Thessara’s sophistication can be compromised, then we must accept an uncomfortable possibility:
The force responsible may possess capabilities greater than any of us previously anticipated.
Guangzhou will respond accordingly.”
Soul paused.

GUANGZHOU AIRSPACE RESTRICTED
“Effective immediately, Guangzhou’s sovereign airspace is closed to all foreign aircraft outside the EAST3 framework, whether commercial, diplomatic, governmental, or military.
Exceptions may only be granted through express authorization from the Divine State.
Any unauthorized foreign aircraft entering Guangzhou airspace will be intercepted and ordered to leave or divert. Failure to comply will result in defensive action.
There will be no ambiguity regarding our borders.”
The Chairman acknowledged, however, that the timing of such restrictions could hardly be more consequential.
Guangzhou now stands on the eve of the Ascension Tour.
Millions of visitors are expected to travel into and throughout the Divine State as performances begin across the country.
Soul made clear that Guangzhou would not close itself to those visitors.
“This nation has spent months preparing to welcome the world.
We will still welcome it.”
Rather than directing international aviation exclusively through Singapore, the government has ordered all designated international border airports opened as controlled ports of entry.
Foreign commercial aircraft may approach these airports through specifically authorized international corridors and approved flight schedules.
They will proceed no farther.
Once passengers have cleared Guangzhou immigration and security procedures at the border, all onward transportation into the interior of the country will occur through the Continuum Grid.
Foreign carriers will therefore not operate domestic connections between Guangzhou cities while the restrictions remain active.
The Continuum Grid will carry arriving passengers onward toward New Guangzhou Prime, New Yichang, New Shanghai, Singapore, New Taipei, and other destinations throughout the State.
Soul continued:
“Millions are coming to Guangzhou.
They remain welcome.
The Ascension Tour will proceed.
Our cities will remain open.
Our people will continue living their lives.
But until we understand the threat before us, the skies above Guangzhou belong to Guangzhou.”

THE THREAT GOES FAR BEYOND AVIATION
“Yet aircraft are not what concern me most.
Guangzhou is a deeply digital society.
The DGC is fully digital.
Our transportation networks are extensively autonomous.
Our military forces are interconnected.
Our infrastructure depends upon systems operating continuously across an entire nation.
And buried within the highest levels of our government are systems whose compromise could threaten the continuity of the State itself.
We will not gamble with them.”
Soul announced that Orion Systems Corporation has been ordered to begin an immediate, comprehensive security review of critical State systems.
The National Security Directorate, alongside Vowbound Industries and Orion Systems, has been directed to develop and distribute emergency software and cybersecurity updates across Guangzhou’s existing 12 million-unit Vigilant force.
The PRG Logistics Authority has separately been ordered to conduct a complete security review of the Continuum Grid, with particular attention being given to autonomous train control, routing, signaling, freight management, network isolation, and emergency manual-control capabilities.
That review has now assumed even greater importance following the decision to transfer millions of international travelers from foreign aviation onto Guangzhou’s domestic transportation network.
The digital architecture supporting the DGC will undergo an independent security review.
And access surrounding Project Cinder will face extraordinary scrutiny.
“No system will be considered secure merely because we believed it was secure yesterday.”

TO THESSARA
Soul then returned directly to the nation at the center of the crisis.
“What happened to Thessara cannot be dismissed as another disagreement between governments.
This was an attack upon systems relied upon by ordinary people.
Whatever political disagreements have existed between Guangzhou and Thessara are irrelevant to that fact.
Guangzhou condemns it without qualification.
We support Thessara’s demand to identify those responsible.
We support efforts to establish how this occurred.
And where appropriate, Guangzhou is prepared to cooperate with Thessara and our international partners in confronting whatever threat has revealed itself.
There are moments when governments disagree.
There are also moments when responsible governments recognize that something considerably larger stands before them.
This is one of those moments.”

TO THE INTERNATIONAL COMMUNITY
Soul’s closing remarks were considerably more pointed.
“For years, Guangzhou has been criticized for an obsession with independence.
We were told interconnected systems represented progress.
We were told common financial architecture created stability.
We were told that greater dependency upon systems extending beyond sovereign control was simply the price of participating in the modern world.
Today, I take no pleasure in saying that Guangzhou warned precisely of the danger now before us.
We wish we could take credit for predicting it.
More accurately—
we wish we had been wrong.”
Soul stressed that Thessara’s suffering would not be used as an opportunity for celebration.
“What happened to Thessara is not justification for celebration.
It is justification for reflection.
A system does not become safe merely because everyone uses it.
A network does not become resilient merely because it becomes larger.
And dependency does not cease being dependency simply because it is shared.”
Soul paused.
“Guangzhou will cooperate with its partners.
We will assist Thessara where appropriate.
And we will work with nations prepared to confront whatever threat has revealed itself.
But we will not respond to the failure of interconnected systems by making Guangzhou more dependent upon them.
We will do the opposite.
Until we understand what attacked Thessara, where it came from, and what else it can reach, Guangzhou will assume that anything connected can be compromised.
And we will govern accordingly.”
Soul concluded:
“The people of Thessara have Guangzhou’s sympathies.
Their government has our support in determining what happened.
Those responsible have our condemnation.
And the international community now has a warning.”
“We take no satisfaction in having warned of this possibility.”
“We take considerable satisfaction in having prepared for it.”
