Executive Decision
The National Executive has reviewed the National Rare Earth Element Mining Expansion Initiative and the corresponding recommendations, assessments, and approvals submitted by the Ministry of Environment and Natural Resources, Ministry of Economic Planning and Industry, and Ministry of Finance and the Treasury.
Recognizing the initiative’s economic, industrial, and strategic importance, the National Executive hereby formally approves all three associated governmental items: MENR-001, MEPI-002, and MFT-002.
The National Executive further authorizes the allocation and expenditure of €$225 million for the establishment and development of three nationally controlled rare earth element mining facilities, with an initial allocation of €$75 million per facility.
The participating Ministries are directed to coordinate implementation in accordance with their respective administrative and legislative responsibilities, ensuring appropriate financial oversight, environmental safeguards, and operational accountability.
The National Executive hereby grants full governmental authorization for the National Rare Earth Element Mining Expansion Initiative and all associated ministerial recommendations, effective immediately.
