Subject: Economic Assessment and Approval of National Rare Earth Element Mining Expansion Initiative
Assessment and Recommendation
The Ministry of Economic Planning and Industry has reviewed the Ministry of Environment and Natural Resources’ proposal concerning the establishment and expansion of three nationally controlled rare earth element mining facilities throughout Zvlokiquix.
The Ministry recognizes the considerable economic and strategic benefits of expanding domestic rare earth element production, particularly in strengthening national industrial independence, securing critical material supplies, supporting advanced manufacturing, and reducing reliance on foreign resource providers.
The proposed initiative requires an initial investment of €$225 million, distributed equally among three mining facilities at €$75 million each. With projected weekly net earnings of €$6 million per facility, the combined operations are expected to generate approximately €$18 million weekly, or €$936 million annually, upon reaching full commercial operation.
Based on these projections, the initial investment could theoretically be recovered during the 13th operational week, providing substantial opportunities for continued industrial investment and future expansion.
The Ministry considers these financial projections favorable while recognizing the importance of verifying mineral reserves, extraction feasibility, infrastructure requirements, and anticipated operating expenditures before capital allocation.
Furthermore, the Ministry recommends prioritizing domestic processing and refining capabilities to ensure that Zvlokiquix retains the greatest possible economic and industrial value from extracted resources. Coordination between mineral extraction and national manufacturing industries shall remain a central objective of the initiative.
The Ministry supports the proposed national ownership structure and recommends that additional mining facilities be considered following successful implementation and evaluation of the initial three operations.
The Ministry of Economic Planning and Industry formally approves and endorses the National Rare Earth Element Mining Expansion Initiative from an economic and industrial development standpoint, recommending its advancement for financial authorization and implementation upon approval by National Executive Krahs.
