Foreign Ministry Statement on the People’s Republic of Guangzhou’s Military Build-Up
Ministry of Foreign Affairs | Republic of Novara | May 2143
The Ministry of Foreign Affairs wishes to place on record Novara’s position regarding the recent military build-up announced by the People’s Republic of Guangzhou.
The Government of Novara has read the Act. We are aware of its provisions and of the programme it sets in motion, including the plan to field some three million robots. We have studied it carefully, and we understand what it describes.
The Ministry is not asking the People’s Republic of Guangzhou for explanations. A sovereign state is entitled to decide how it organises its own defence, and Novara does not seek to question that. Nor is Novara making threats. This statement is not a warning, and it is not a response in kind to anything. It is a statement that we have seen what has been done, and that we understand its scale.
That scale, however, is high, and Novara shares a border with the People’s Republic of Guangzhou. A build-up of this size on the other side of a shared frontier is naturally a matter of concern to the Government and to the people of Novara. We state that concern plainly, because it is real, and because neighbours are best served by clarity.
Novara’s own approach to defence is defensive, and it is directed at no one. The National Defence Modernisation Programme, announced recently, reflects that purpose: it concerns self-reliance and preparedness. As any nation would, Novara will continue to take the measures it considers necessary to protect its territory and its people.
Novara values peaceful and stable relations with all of its neighbours, including the People’s Republic of Guangzhou. The Ministry remains open to dialogue through established diplomatic channels, should either side find it useful.
The Ministry will continue to follow developments closely and will update the public as appropriate.
