Representative L.R. picks up her phone and thumbs through her contacts. Talk around the Capitol is that of great distress since usage of Opal was banned throughout the government. Internal investigations have been nonstop and audits of every Ministry have been ordered, essentially doubling L.R.'s workload. However, the government can only take so much responsibility before its own solutions reach dead ends.
L.R. finally snaps out of the trance from staring at her phone screen and finally taps the contact of the only person she feels she can turn to at this point in time. She opens the messages application of her phone and types:
"Fiona,
I hope this number still rings somewhere. I’m reaching out personally before this develops into a more formal matter between our governments.
Zvlokiquix has some serious concerns regarding Opal.
Over the last several weeks, we have been reviewing inaccuracies in their geographic platform. What initially appeared to be a handful of frustrating mapping errors now seems to have had broader consequences. We have documented incorrect representations of Zvlokiquixian maritime boundaries, inaccurate island locations, and navigational information that has contributed to delays, missed destinations, and disruptions involving activity on our islands.
Those incidents have cost Zvlokiquix time, product, government resources, and money.
Our government is now considering what avenues are available to recover losses that we can directly substantiate. We are not interested in claiming damages belonging to anyone else, nor do we want this framed as an accusation against Thessara. Our concern is specifically with the losses Zvlokiquix itself has experienced where inaccurate Opal information appears to have played a material role.
I remember what you told me at Liberty House about the importance of being willing to say when something is not working.
This is one of those moments.
I am not asking you to interfere with your courts, pressure Opal, or place Thessara on our side of a dispute. I would never put you in that position. I am asking for your help understanding how best to approach this.
Who should we be speaking with? What records should we preserve? What would a foreign government need to demonstrate if it believes a Thessaran company’s errors caused measurable losses within its territory?
And, Fiona—
If there is something about Opal, its contracts, or Thessaran law that my government is overlooking, I would much rather hear it from you before everyone begins exchanging formal letters. For the moment, I would appreciate keeping this between us.
Call me when you can."
L.R. presses send and closes her phone. She returns to a growing pile of paperwork and emails that are coming through. All she can do is close her eyes, rub her temples, and wait.
