PEOPLE’S REPUBLIC OF GUANGZHOU
OFFICE OF THE MINISTER OF STATE AND SECURITY
EMERGENCY SECURITY DIRECTIVE
OPERATION SILENT SIGNAL
Location: New Guangzhou Prime
Time: Shortly After 23:00
Authorized By: Minister Zayd Al-Hakim
Following reports of widespread irregularities affecting emergency dispatch and telecommunications networks throughout New Guangzhou Prime, Minister of State and Security Zayd Al-Hakim has authorized an immediate, coordinated response involving the National Security Directorate, Vitalis Corporation, Orion Systems, Meridian Communications Corporation, and Vowbound Industries.
I. LIMITED VIGILANT ACTIVATION
The National Security Directorate is authorized to activate a limited contingent of 5,000 Vigilant units for defensive security operations throughout New Guangzhou Prime.
These units will be assigned to critical infrastructure and strategic locations, including:
Major hospitals and emergency-response facilities.
Telecommunications exchanges and communications infrastructure.
Continuum Grid stations, control centers, and transportation hubs.
Power generation and electrical distribution facilities.
Government administration buildings and other designated vital installations.
Vigilant deployments will remain strictly defensive, with no general military patrols, curfews, or restrictions on civilian movement.
All activated units will operate within their established command-and-control coverage and logistical limitations.
II. VITALIS EMERGENCY REINFORCEMENTS
Vitalis Corporation is directed to coordinate the immediate transfer of additional emergency-response personnel and equipment from surrounding metropolitan areas into New Guangzhou Prime.
These reinforcements will include police officers, firefighters, paramedics, ambulance crews, emergency dispatch personnel, and supporting vehicles.
Personnel will be distributed among the capital’s existing emergency-service facilities to relieve exhausted responders and maintain sufficient capacity for genuine emergencies.
Transfers must preserve minimum emergency-service coverage in neighboring cities.
III. ORION SYSTEMS & MCC — COMMUNICATIONS SECURITY
Orion Systems and Meridian Communications Corporation are jointly directed to implement enhanced emergency-call verification procedures.
These measures will seek to identify suspicious routing patterns, repeated fabricated incidents, and irregular telecommunications activity.
No emergency request may be automatically dismissed solely because its originating telephone number appears inactive, disconnected, or otherwise suspicious.
Additional verification measures may include cross-checking multiple reports, examining available network data, and requesting confirmation from nearby emergency units.
MCC will preserve relevant telecommunications records and establish redundant communications channels between emergency dispatch centers, hospitals, police, and fire services.
Orion Systems will provide technical analysis and cybersecurity support.
Neither corporation is authorized to implement a general civilian communications shutdown without further government approval.
IV. FULL NSD INVESTIGATION
The National Security Directorate is ordered to launch a comprehensive investigation into the origin and nature of the telecommunications anomalies.
Investigators will examine potential network intrusion, call spoofing, automated traffic generation, infrastructure compromise, deliberate emergency-service disruption, and other possible explanations.
NSD personnel will coordinate directly with MCC and Orion Systems to secure relevant technical evidence.
No preliminary conclusion regarding responsibility or the nature of the incident is to be treated as established fact.
All findings will be reported directly to Minister Al-Hakim and the Corporate Alliance.
V. NATIONAL INFRASTRUCTURE PRECAUTIONS
The Continuum Grid Authority and critical infrastructure operators will be placed on heightened operational alert.
Transportation services, power distribution, water systems, and hospital networks will continue operating normally unless specific threats are identified.
Operators are instructed to review backup communications procedures and report any comparable irregularities immediately.
VI. PUBLIC COMMUNICATIONS
MCC Global News will issue a brief public advisory acknowledging disruptions affecting emergency dispatch operations.
Residents will be instructed to continue reporting genuine emergencies through established channels.
The government will emphasize that emergency services remain operational and that additional personnel have been mobilized to protect public safety.
No foreign government, corporation, or organization will be accused without verified evidence.
VII. CONTINUED ASSESSMENT
The emergency coordination group will provide regular situation reports to the Minister of State and Security.
The government will reassess the scale of the response as further information becomes available.
At present, no nationwide state of emergency, general mobilization, or suspension of civilian telecommunications is authorized.
—
The People’s Republic of Guangzhou requests GM adjudication of the initial deployment, emergency-service reinforcements, telecommunications verification measures, and NSD investigation.
CONTINUITY THROUGH STRENGTH.
Zayd Al-Hakim
