Recognizing the mutual benefits of stable international trade, strategic commerce, and long-term economic cooperation;
Acknowledging the importance of secure and dependable energy supplies to the continued industrial, transportation, military, and economic activity of the Post-Collapse Super Nation of Zvlokiquix;
Recognizing the capacity of Zvlokiquix to provide financial resources, defense materiel, and limited quantities of domestically mined gold in support of mutually beneficial exchange;
Desiring to strengthen relations between Zvlokiquix and Dechikely through a structured and reliable trade partnership;
And reaffirming the sovereignty of both Parties and their respective authority to regulate international commerce in accordance with domestic law;
Hereby agree as follows:
Article I — Purpose
The purpose of this Agreement is to establish a formal strategic trade relationship under which the Corporatocracy of Dechikely shall provide petroleum and petroleum-derived resources to the Post-Collapse Super Nation of Zvlokiquix.
In exchange, Zvlokiquix shall provide agreed financial compensation in eurodollars (€$), mutually approved arms and defense materiel, and limited quantities of gold produced through Zvlokiquixian mining operations.
The Parties recognize this arrangement as a mutually beneficial commercial and strategic partnership intended to strengthen energy security, industrial capacity, defense cooperation, and bilateral economic relations.
Article II — Petroleum Supplies from Dechikely
The Corporatocracy of Dechikely shall provide Zvlokiquix with agreed quantities of crude oil, refined petroleum products, fuels, lubricants, or other mutually approved petroleum resources.
Deliveries shall be conducted according to schedules jointly established by the Parties and may take into account production capacity, transportation requirements, storage availability, market conditions, and the domestic requirements of both nations.
Petroleum supplied pursuant to this Agreement shall conform to the commercial and technical standards agreed upon by the appropriate authorities of Zvlokiquix and Dechikely.
Specific quantities, grades, delivery points, and shipment schedules may be established through supplemental agreements or implementation schedules.
Article III — Eurodollar Compensation
The Post-Collapse Super Nation of Zvlokiquix shall provide an agreed portion of compensation for Dechikelian petroleum in eurodollars (€$).
The amount and timing of individual payments shall be determined through supplemental trade schedules negotiated between the appropriate authorities of the Parties.
The use of eurodollars under this Agreement shall be limited to international settlement between Zvlokiquix and Dechikely and shall not alter the status of the Grey (Ǥ) as the domestic currency of Zvlokiquix.
Eurodollar payments may constitute either complete or partial compensation for individual petroleum consignments depending upon the accompanying value of defense materiel and gold supplied under this Agreement.
Article IV — Limited Gold Transfers
The Post-Collapse Super Nation of Zvlokiquix may provide small quantities of domestically mined gold as a supplementary component of compensation under this Agreement.
Such gold shall originate from authorized Zvlokiquixian mining operations and shall constitute only a limited portion of the total value exchanged between the Parties.
Gold shall not serve as the principal form of payment for petroleum supplied by Dechikely.
The quantity of gold transferred shall remain subject to mining output, domestic industrial requirements, reserve policy, transportation considerations, and the approval of the Government of Zvlokiquix.
Nothing within this Agreement shall obligate Zvlokiquix to maintain a fixed quantity or frequency of gold exports, nor shall it require the depletion of gold reserves considered necessary for national economic or strategic purposes.
Article V — Arms and Defense Materiel
The Post-Collapse Super Nation of Zvlokiquix shall provide the Corporatocracy of Dechikely with mutually agreed arms and defense materiel as an additional component of compensation for petroleum supplies.
Such transfers may include approved weapons, ammunition, military equipment, replacement components, logistical supplies, protective equipment, communications systems, maintenance equipment, and other defense-related goods mutually agreed upon by the Parties.
The exact nature, quantity, and value of defense materiel transferred shall be determined through separate implementation schedules.
All transfers shall remain subject to authorization by the government of Zvlokiquix, available production capacity, domestic defense requirements, applicable national controls, and the specific terms established for each shipment.
Nothing in this Agreement shall require Zvlokiquix to transfer restricted weapons, sensitive technologies, classified systems, or defense equipment determined to be necessary for its own national security.
Article VI — Valuation and Exchange
The Parties shall establish mutually accepted valuations for all petroleum, eurodollar payments, defense materiel, and gold exchanged pursuant to this Agreement.
The total compensation for any petroleum shipment may consist of a combination of:
The proportion represented by each category of compensation may vary between individual transactions by mutual agreement.
The Parties may periodically review valuation standards to account for changing market conditions, production costs, transportation expenses, or other relevant economic factors.
Article VII — Transportation and Logistics
The Parties shall cooperate in establishing secure and reliable transportation arrangements for goods exchanged pursuant to this Agreement.
Petroleum may be delivered through approved maritime terminals, tankers, storage facilities, pipelines, or other mutually accepted infrastructure.
Defense materiel and gold supplied by Zvlokiquix shall be transported only through authorized routes and transferred through facilities designated by the Governments of Zvlokiquix and Dechikely.
Both Parties shall take appropriate measures to protect shipments from theft, diversion, sabotage, unauthorized access, or interference during transportation and transfer.
The Parties may establish additional logistical protocols where necessary to ensure the efficient and secure implementation of this Agreement.
Article VIII — Strategic and Economic Cooperation
The Parties recognize that this Agreement represents more than an isolated commercial exchange and forms part of a broader effort to deepen relations between the Post-Collapse Super Nation of Zvlokiquix and the Corporatocracy of Dechikely.
Reliable access to Dechikelian petroleum shall contribute to Zvlokiquixian energy security, transportation capacity, industrial stability, and strategic preparedness.
In return, Zvlokiquixian eurodollar payments shall provide Dechikely with international financial resources, while defense materiel shall contribute to Dechikelian strategic capabilities and limited gold transfers shall provide an additional high-value commodity component to the relationship.
The Parties may pursue further cooperation in energy, logistics, transportation, mining, industrial development, defense production, infrastructure, and other sectors of mutual interest.
Article IX — Sovereignty and Domestic Authority
Nothing within this Agreement shall be interpreted as limiting the sovereignty, domestic authority, or independent decision-making powers of either Party.
Neither government shall acquire authority over the internal economic, military, political, or regulatory affairs of the other through participation in this Agreement.
Each Party retains the right to regulate financial transfers, strategic resources, defense exports, mineral resources, petroleum products, and other goods within its jurisdiction according to its own laws and national interests.
Article X — Administration and Implementation
The governments of Zvlokiquix and Dechikely shall designate appropriate ministries, agencies, authorities, or representatives to supervise implementation of this Agreement.
Supplemental implementation schedules may establish:

Petroleum delivery dates and destinations;
Eurodollar payment amounts and schedules;
Types and quantities of arms and defense materiel transferred;
Quantities and valuation of gold shipments;
Transportation and logistical arrangements;
Valuation procedures;
Inspection and acceptance requirements;
Security procedures; and
Additional commercial or administrative terms mutually approved by the Parties.
Such schedules shall operate pursuant to this Agreement and shall not require renegotiation of the Agreement in its entirety.
Article XI — Review and Consultation
The Parties may periodically review the operation of this Agreement to assess trade volumes, logistical performance, economic conditions, resource availability, and other matters affecting its continued implementation.
Any dispute concerning the interpretation or application of this Agreement shall first be addressed through direct diplomatic consultation between the Parties.
The governments of Zvlokiquix and Dechikely shall endeavor to resolve disagreements through negotiation and mutual accommodation.
Article XII — Amendment, Suspension, and Termination
This Agreement may be amended through the mutual written consent of the Parties.
Either Party may temporarily suspend specific transactions where required by national security, resource shortages, logistical disruption, force majeure, or other extraordinary circumstances.
Either Party may terminate its participation in this Agreement through formal written notification to the other government.
Termination shall not automatically invalidate transactions, payments, or deliveries already agreed upon prior to the effective date of withdrawal unless otherwise mutually determined.
Article XIII — Entry into Force
This Agreement shall enter into force upon formal approval by the governments of the Post-Collapse Super Nation of Zvlokiquix and the Corporatocracy of Dechikely.
Through this Agreement, the Parties affirm their intention to establish a dependable and mutually beneficial exchange of Dechikelian petroleum for Zvlokiquixian eurodollars, arms and defense materiel, and limited quantities of domestically mined gold.
The Parties further affirm that this partnership shall be conducted in a manner consistent with their respective sovereignty, strategic interests, economic requirements, and long-term bilateral relationship.
