President Ito,
The Divine State of the People’s Republic of Guangzhou has received your appeal concerning the reorganization and restoration of the Democratic Republic of Rilicon.
Guangzhou remembers Rilicon.
The disappearance of its government did not erase the history between our nations, nor does the passage of time eliminate the friendships created during that history.
Guangzhou understands that the territory presently being organized is separate from the historical territory of Rilicon, which is now occupied and governed by another sovereign nation. The Divine State therefore regards the present effort as the restoration of the Riliconian state within the newly identified territories immediately north of Guangzhou.
Should this effort succeed, Rilicon will become one of Guangzhou’s immediate neighbors.
That fact fundamentally shapes our response.
The territory beyond Guangzhou’s northern frontier has remained fragmented and largely ungoverned for years. The emergence of an organized, stable, and friendly nation within that region is itself of significant benefit to the Divine State.
Guangzhou therefore seeks no repayment, territorial concession, resource rights, political privileges, or other compensation in exchange for its assistance.
Where Guangzhou possesses the capacity to help, we are prepared to do so.
The Corporate Alliance is prepared to authorize extensive reconstruction assistance, with Guangzhou assuming the cost of substantial portions of the effort.
The Titan’s Cascade national energy system presently produces more power than Guangzhou requires domestically. We are prepared to make that surplus available to Rilicon during its reconstruction and to assist in constructing the generating stations, substations, transmission networks, and distribution infrastructure necessary for Rilicon to eventually maintain an independent national power system.
Guangzhou’s industrial sector can provide construction materials, structural components, machinery, engineering equipment, heavy vehicles, prefabricated facilities, and other materials required for reconstruction. Where necessary, Guangzhou is prepared to finance or directly fund their production and delivery.
Our assistance may extend to:
Power generation, transmission, and grid restoration;
Construction materials and heavy equipment;
Roads, bridges, railways, and transportation infrastructure;
Telecommunications and data networks;
Water treatment, sanitation, and public utilities;
Hospitals, emergency services, and humanitarian facilities;
Government and administrative buildings;
Housing and settlement construction;
Industrial and commercial infrastructure;
Agricultural and logistical development;
Financial assistance and direct reconstruction funding;
Security assistance and military aid as required.
These are not loans waiting to be collected.
They are not investments requiring Riliconian assets as collateral.
Guangzhou does not intend to rebuild Rilicon and then present its government with a bill.
A functioning, peaceful, and friendly Rilicon on Guangzhou’s northern frontier is the return.
President Ito is invited to provide an initial assessment of the territory, population, existing settlements, infrastructure, security conditions, and immediate requirements of the restored Republic. From there, our governments can determine where Guangzhou’s resources can be applied most effectively.
Should direct discussions be preferable, President Ito and a Riliconian delegation are formally invited to New Guangzhou Prime to meet with representatives of the Corporate Alliance. Transportation, security, and accommodations will be provided by the Divine State.
Rilicon once stood among our friends.
Now circumstances have given us the opportunity to welcome it back not merely as a friend, but as a neighbor.
If Rilicon intends to build a nation in the wilderness beyond our northern frontier, Guangzhou is prepared to help build it beside them.
