The Post-Collapse Super Nation of Zvlokiquix acknowledges receipt of the Kingdom of Javnia’s memorandum concerning Geological Event 0342B3 and the associated neurological, biological, and ecological abnormalities now observed throughout the broader South Pacific and beyond.

Zvlokiquix considers the findings sufficiently serious to warrant immediate multinational scientific coordination.

The Government therefore formally accepts Javnia’s proposal for the establishment of a joint scientific working group composed of representatives from the Javnian Environmental Study Group, the Government of Guangzhou, and the Government of Zvlokiquix.

Zvlokiquix shall immediately begin assembling the personnel, infrastructure, equipment, and maritime resources necessary to participate fully in the proposed organization.

I. ZVLOKIQUIXIAN SCIENTIFIC CONTINGENT

Zvlokiquix shall establish a dedicated 0342B3 Scientific Response Team to represent the Government within the joint working group.

The initial contingent shall draw personnel from the following disciplines:

Marine biology and marine ecology;
Zoology and veterinary science;
Genetics and molecular biology;
Neurology and neurophysiology;
Toxicology and pathology;
Environmental science;
Oceanography;
Hydrography;
Electromagnetic and geophysical research;
Epidemiology and public health;
Fisheries science;
Wildlife management;
Bioinformatics and data analysis; and
Environmental containment and quarantine operations.

Additional specialists shall be assigned as new findings require.

II. DEFENSE AND MARITIME SUPPORT

Due to the potential movement of affected organisms across international waters, Zvlokiquix shall assign maritime and defense resources to support scientific monitoring.

Naval and maritime patrol commands shall be instructed to report unusual biological activity encountered within Zvlokiquixian waters and along major maritime routes.

Where operationally practical, selected patrol vessels, research vessels, aircraft, unmanned systems, and surveillance networks shall assist with:

Monitoring migratory routes;
Locating unusually large or anatomically abnormal organisms;
Recovering biological specimens;
Tracking tagged animals;
Mapping unusual concentrations of marine life;
Supporting scientific expeditions; and
Maintaining safe exclusion distances where dangerous organisms are encountered.

Military personnel shall not interfere with scientific collection unless an organism presents an immediate danger to personnel, civilian shipping, coastal communities, or other protected populations.

III. REGIONAL OBSERVATION PRIORITIES

Zvlokiquix shall immediately strengthen biological surveillance throughout its western and central Pacific territories.

Particular attention shall be directed toward Hivata, the Hina Cluster, the Aoi Cluster, and surrounding maritime approaches because of their proximity to regional migration corridors and South Pacific shipping routes.

Port authorities, fisheries agencies, coastal patrols, research institutions, and maritime operators shall be instructed to report:

Abnormally large marine organisms;
Unusual anatomical development;
Unexpected aggressive behavior;
Unexplained neurological abnormalities;
Unusual carcasses;
Sudden changes in local predator populations; and
Other biological phenomena potentially associated with Geological Event 0342B3.

Reports shall be centralized for review by the Zvlokiquixian scientific contingent.

IV. SAMPLE COLLECTION AND LABORATORY CAPACITY

Zvlokiquix shall designate secure laboratories capable of receiving and examining specimens suspected of exposure to the 0342B3 phenomenon.

Standard procedures shall be established for the recovery, transport, containment, storage, and analysis of:

Tissue samples;
Blood;
Neural tissue;
Genetic material;
Parasites and microorganisms;
Environmental water samples;
Sediment;
Plant material; and
Whole or partial biological specimens.

Where appropriate, samples shall be divided so that identical material may be independently examined by laboratories in Zvlokiquix, Javnia, and Guangzhou.

This shall allow findings to be compared and reduce the possibility that conclusions are based upon isolated observations.

V. QUARANTINE AND CONTAINMENT

Until the biological mechanisms associated with Geological Event 0342B3 are better understood, Zvlokiquix shall establish provisional quarantine procedures for suspected affected organisms.

Living specimens shall not be transferred into ordinary wildlife, agricultural, fisheries, or research facilities without appropriate containment.

Any organism recovered with substantial abnormalities shall be treated as biologically significant until examination determines otherwise.

Containment procedures shall prioritize the prevention of escape, accidental release, cross-contamination, or uncontrolled reproduction.

Zvlokiquix further recommends that the joint working group establish common containment standards so that specimens collected by any participating nation are handled under compatible procedures.

VI. ELECTROMAGNETIC AND HUMAN-HEALTH RESEARCH

Zvlokiquix considers Javnia’s findings concerning the recurring electromagnetic pulse and its apparent neurological effects upon humans to be of particular concern.

The Zvlokiquixian contingent shall therefore include specialists capable of studying the physical characteristics and biological effects of the phenomenon.

Until reliable exposure limits have been established, Zvlokiquix shall not authorize routine deployment of personnel into areas of known dangerous electromagnetic activity without appropriate detection equipment, medical monitoring, protective procedures, and evacuation plans.

The joint working group should seek to determine:

Pulse frequency and intensity;
Effective range;
Duration of neurological exposure;
Whether effects are cumulative;
Whether damage may be reversed;
Whether shielding is possible;
Whether affected animals experience similar neurological changes; and
Whether the observed biological mutations are directly related to the electromagnetic phenomenon.

VII. GENETIC AND REPRODUCTIVE ASSESSMENT

Zvlokiquix considers the possibility of reproductive transmission one of the most important unanswered questions.

Research shall therefore prioritize determining whether altered organisms can reproduce successfully and whether abnormal traits are inherited by subsequent generations.

The distinction between temporary individual mutation and stable inherited biological change will substantially affect the long-term ecological response required by all participating governments.

VIII. INFORMATION-SHARING NETWORK

Zvlokiquix supports Javnia’s recommendation for immediate exchange of sightings, biological intelligence, and laboratory findings.

The Government proposes creation of a secure trilateral reporting network through which Javnia, Guangzhou, and Zvlokiquix may share:

Confirmed sightings;
Specimen records;
Genetic sequences;
Neurological findings;
Migration data;
Photographs and sensor records;
Laboratory analyses;
Quarantine incidents;
Human exposure cases; and
Relevant environmental measurements.

Urgent discoveries indicating immediate danger to another participating nation shall be transmitted without waiting for scheduled scientific meetings.

IX. INITIAL ZVLOKIQUIXIAN OBJECTIVES

Upon establishment of the joint scientific working group, Zvlokiquix shall seek to accomplish the following immediate objectives:

Establish a reliable map of confirmed affected-species sightings.
Identify probable migration corridors originating near Geological Event 0342B3.
Create standardized biological sampling procedures.
Establish shared genetic and neurological reference databases.
Determine whether biological abnormalities are heritable.
Develop preliminary quarantine standards.
Establish safe operating procedures for research near the exclusion zone.
Characterize the electromagnetic phenomenon and determine human exposure limits.
Assess the risk posed to commercial fisheries and maritime transportation.
Develop a long-term regional ecological monitoring program.

X. CLOSING STATEMENT

The Government of the Post-Collapse Super Nation of Zvlokiquix agrees with the Kingdom of Javnia that Geological Event 0342B3 can no longer be regarded solely as a localized anomaly.

The movement of affected organisms beyond the immediate exclusion zone, combined with the confirmed neurological danger to humans and abnormalities observed across multiple species, requires a coordinated scientific response.

At the same time, Zvlokiquix believes that the response must remain evidence-based. Unusual organisms shall be investigated carefully, but the governments involved should avoid assuming that every abnormal specimen encountered throughout the region necessarily originates from Geological Event 0342B3 without supporting analysis.

Zvlokiquix therefore enters this cooperative effort with a policy of precaution, scientific rigor, rapid information exchange, and regional containment where necessary.

The Government has begun assembling the personnel and resources required for participation and stands ready to coordinate directly with the Javnian Environmental Study Group and the appropriate authorities of Guangzhou.

Until the phenomenon is better understood, Zvlokiquix agrees that all three governments should proceed on the assumption that its ecological consequences may extend substantially beyond those presently observed.

The government of the Post-Collapse Super Nation of Zvlokiquix acknowledges receipt of Javnia’s classified operational update concerning Geological Event 0342B3.

The reported deaths of thirty personnel within the Hominid cavern complex, despite enhanced protective measures, have been received with the utmost seriousness. Zvlokiquix extends its condolences to the Kingdom of Javnia and to the personnel and families affected by these losses.

The government of Zvlokiquix recognizes that the conditions surrounding Event 0342B3 now constitute an extreme biological, neurological, environmental, and security hazard, and agrees that no unauthorized Zvlokiquixian personnel, vessels, aircraft, or civilian expeditions shall approach or enter the established 100-mile maritime exclusion zone.

In response to Javnia’s warning, Zvlokiquixian naval and maritime patrol forces operating in the surrounding Pacific region have been placed on heightened alert. Relevant patrol commands have been instructed to:

Closely monitor maritime activity approaching the exclusion zone;
Report unusual biological activity or anomalous organisms without delay;
Maintain awareness of Javnian exclusion-zone boundaries and enforcement operations;
Prevent unauthorized Zvlokiquixian civilian or government vessels from unintentionally approaching the restricted area;
Maintain readiness to assist with regional search, containment, evacuation, or emergency-support operations if formally requested by Javnia; and
Immediately transmit any potentially relevant sightings or sensor data through established EAST3 secure channels.

Zvlokiquix has also directed its scientific and security authorities to review the New Ireland Titanoboa incident and awaits the findings of the Javnian Environmental Study Group concerning the recovered specimen. Until laboratory analysis establishes otherwise, Zvlokiquix shall treat reports of similarly abnormal organisms within its territory or territorial waters as potentially significant.

The government further requests that, where security considerations permit, Javnia provide the developing joint scientific working group with relevant biological, neurological, environmental, and exposure data obtained from the Hominid cavern expedition. The loss of personnel despite existing safeguards may provide critical information necessary to establish safer exposure thresholds and protective procedures for any future multinational scientific activity.

Zvlokiquix will continue to respect Javnia’s authority over the exclusion zone and shall not conduct independent operations within it without prior coordination.

The government of Zvlokiquix remains prepared to contribute maritime surveillance, laboratory capacity, scientific personnel, remote-monitoring resources, and regional logistical support as the situation develops.

We recognize the severity of the threat.

The government of the Post-Collapse Super Nation of Zvlokiquix has taken note of public positions, statements, and political attitudes within the Democratic Republic of Rilicon expressing open hostility toward certain political, economic, and governmental ideologies.

Zvlokiquix further recognizes that elements of Rilicon’s political establishment may, according to their own definitions or interpretations, seek to classify the Zvlokiquixian state under one or more of those ideological categories.

The government of Zvlokiquix does not accept foreign ideological characterization as determinative of its political identity, nor does it consider differences in political organization sufficient grounds for hostility between sovereign states. Nevertheless, openly hostile rhetoric directed toward political systems that may be associated with Zvlokiquix is regarded as a matter requiring appropriate diplomatic and security awareness.

Zvlokiquix therefore wishes to formally clarify several matters concerning relations between our respective states.

First, individuals who have permanently emigrated from Zvlokiquix to the Democratic Republic of Rilicon and whose emigration resulted in the termination of their Zvlokiquixian citizenship are no longer citizens of the Post-Collapse Super Nation of Zvlokiquix.

Such individuals do not retain Zvlokiquixian citizenship by virtue of birth, former residence, ancestry, or previous national status once that citizenship has been formally terminated under Zvlokiquixian law.

Accordingly, Zvlokiquix does not claim political jurisdiction over such former citizens while they reside within Rilicon, nor should their actions, political opinions, affiliations, or conduct be interpreted as representing the government or people of Zvlokiquix.

Second, in light of the present political environment and the geographic proximity of our respective territories, Zvlokiquix has authorized an increase in routine naval, maritime-patrol, and aviation activity within Zvlokiquixian territorial waters and airspace in the areas lying between Zvlokiquix and the Democratic Republic of Rilicon.

Relevant Zvlokiquixian commands have been instructed to:

Increase observation of maritime and aviation activity approaching Zvlokiquixian territorial boundaries;
Maintain a more frequent naval and aerial presence within Zvlokiquixian sovereign waters and airspace
Identify and report unusual military, governmental, or unidentified activity occurring near Zvlokiquixian territory;
Maintain strict adherence to established territorial boundaries and avoid unauthorized entry into Riliconian sovereign waters or airspace;
Continue established navigational and aviation safety procedures where Zvlokiquixian and Riliconian traffic may operate in proximity; and
Maintain readiness to respond appropriately to violations of Zvlokiquixian sovereignty while avoiding unnecessary escalation.

These measures are defensive and precautionary in nature.

They should not be interpreted as preparation for offensive military action against the Democratic Republic of Rilicon, nor as an attempt to interfere with lawful Riliconian activity conducted within Riliconian sovereign territory.

Zvlokiquix intends to continue respecting the internationally recognized territorial limits of the Democratic Republic of Rilicon and expects the same respect for Zvlokiquixian territorial waters, airspace, vessels, aircraft, and sovereign authority.

The government of Zvlokiquix remains prepared to maintain normal diplomatic relations with Rilicon despite ideological differences between our respective states.

Political disagreement does not inherently require confrontation.

At the same time, Zvlokiquix will continue to observe developments affecting the security of its territory and population and will take reasonable measures necessary to preserve the sovereignty and territorial integrity of the nation.

Zvlokiquix considers clear communication preferable to misunderstanding.

It is therefore the intention of this memorandum to ensure that the Democratic Republic of Rilicon is formally aware of Zvlokiquix’s position, the status of former Zvlokiquixian citizens residing within Rilicon, and the increased defensive patrol presence now being maintained within Zvlokiquixian waters and airspace between our nations.

The government of Zvlokiquix remains open to further diplomatic communication should the government of the Democratic Republic of Rilicon seek clarification or discussion regarding these matters.

Riliconian president Astreum Ito and Head of Public Relations Slaevian Sabar have read and acknowledged your position on the Democratic and Capitalist systems of our fine Republic.

Our immigration policies will allow people from your nation to visit our country without citizenship, and become permanent citizens after the proper vetting. We plead with your government to at least allow them to keep their citizenship in your nation until they have been accepted by the Republic.

Our positions against Socialism and Authoritarianism are understandably perceived as a major strain in the relationship between our nations, and we agree with your position. Political disagreement doesn’t mean hostile relations, regardless of how much the views differ. As long as no direct hostile actions are taken against Rilicon, none will be taken against your nation.

We will also accept your right to patrol your waters. Rilicon has no right to displace your maritime power, but we will not stand by excessive and unnecessary stops of commerce without proof of suspicion. We will also take no tax for innocent passage or in international waters, or any other unfair charges of our maritime activity.

Diplomatic relations will be continued with Zvlokiquix, and hopefully, will stay friendly for years from now.

Rilicon has no interest in derailing your nation, regardless of your political views or political actions. You keep to your nation, and we will keep to ourselves. hopefully our nations can continue to grow without the other’s influence in our politics.

The government of the Post-Collapse Super Nation of Zvlokiquix acknowledges Rilicon’s response and welcomes its recognition that ideological disagreement need not result in hostile relations. Zvlokiquix likewise has no intention of taking hostile action against Rilicon on the basis of its political system, economic structure, or domestic ideology.

Regarding citizenship, Zvlokiquix wishes to clarify that temporary visitors, students, workers, and other citizens residing in Rilicon without permanently emigrating do not lose their Zvlokiquixian citizenship.

The policy referenced in our previous memorandum applies only to individuals who formally and permanently emigrate from Zvlokiquix. Zvlokiquix has taken note of Rilicon’s request that such persons retain citizenship until accepted by the Republic, but is not presently prepared to alter this policy.

Regarding maritime activity, Zvlokiquix appreciates Rilicon’s recognition of our right to patrol our territorial waters and airspace. The increased naval and aviation presence is defensive and intended for observation, territorial security, and enforcement within Zvlokiquixian jurisdiction.

Zvlokiquix does not intend to impose special taxes, passage fees, or arbitrary restrictions upon lawful Riliconian commerce or navigation in international waters. Riliconian vessels entering Zvlokiquixian territorial waters will remain subject to the same applicable laws and security procedures as other foreign vessels.

Zvlokiquix also welcomes Rilicon’s position in favor of mutual political non-interference. Respect for sovereignty, territorial boundaries, lawful commerce, and direct diplomatic communication provides a sufficient foundation for peaceful relations between our governments.

Zvlokiquix therefore considers Rilicon’s response constructive and sees no present obstacle to the continuation of normal diplomatic relations between our nations. Our governments may disagree considerably. That disagreement need not become confrontation.
