LIBERTY HOUSE — NOTICE OF RECOGNITION No. 1

Issued under the authority of the Liberty House on behalf of the United States of Thessara

119th Year After the Reset

WHEREAS the Liberty House holds sole authority to issue recognition of territorial influence on behalf of the United States of Thessara;

WHEREAS no surviving global authority exists to arbitrate claims of influence among the recognized powers of the Earth;

WHEREAS several recognized powers have this year altered the extent of territory under their influence, and the Liberty House has determined that a formal record of recognition is required;

WHEREAS the United States of Thessara has not sought, and does not by this Notice claim, any territory beyond that which it held under the prior Notice of Recognition;

THE LIBERTY HOUSE NOW PROCLAIMS THE FOLLOWING, EFFECTIVE IMMEDIATELY:

ARTICLE I — DOCTRINE

This Notice is issued under the doctrine of Pax Thessara. A recognized order, however imperfect, prevents greater suffering than no order at all. The Liberty House does not claim to govern the Earth. It claims the authority to record, in writing, what it recognizes as the present arrangement of influence upon it, and to act in defense of that arrangement.

ARTICLE II — RECOGNITION

Each territory upon the attached map is recognized by Thessara as standing under the influence of the government named upon it. This recognition is extended solely by Thessara and is binding upon Thessara’s own conduct.

ARTICLE III — RECOGNITION DISTINCT FROM CONTROL

Recognition under this Notice is not a finding of control. A territory named to a given power on this map may not be administered, patrolled, or occupied by that power in practice. Populations within a recognized territory are not bound by this Notice and are not required to accept it.

ARTICLE IV — STANDING

While a recognized government’s authority over its territory remains undisturbed, Thessara shall treat that territory as belonging to the power so recognized, and to no other.

ARTICLE V — LAWFUL CHANGE OF STANDING

Where influence over a territory passes to another party by democratic vote fairly held, or by due process of law, Thessara shall recognize the change upon mediation and confirmation by the Liberty House.

ARTICLE VI — DISPUTED TERRITORY

Where influence over a territory is contested by force, coup, or any means outside a lawful vote or due process, Thessara shall not recognize the resulting claim. The territory shall be designated disputed, and Thessara shall impose sanction upon it until a peaceful process is mediated and lawful standing restored.

ARTICLE VII — ON THE CHANGES REFLECTED IN THIS MAP

This Notice records material increases in recognized territory for several governments, including Valdoria, Guangzhou, and Novara, among others. The Liberty House confirms these changes as accurately reflecting present influence, to the best information available to it.

The Liberty House further confirms that the United States of Thessara is the only recognized power whose territory under this Notice is unchanged from the prior Notice of Recognition. This is stated as a matter of record, not as a claim to restraint or virtue. Thessara’s recognized territory has not grown because Thessara has not sought to grow it this year.

ARTICLE VIII — NOTICE TO RECOGNIZED POWERS

This Notice is dispatched to Dagestani, Guangzhou, Novara, Valdoria, Zvlokiquix, Promithea, and every government named upon the attached map. Each is recognized in the territory assigned to it. Each is expected to extend equivalent recognition to Thessara and to the other powers named herein.

The Liberty House does not require that this Notice be welcomed. It requires only that it be answered through lawful means, in accordance with Articles V and VI above.
