In exchange, Thessara requests long-term basing rights for stationary, quick-response crisis troops. Draft 2C (The Voluntary Trans-Shipment Protocol): Addressing the Novaran elites and the disputed $€2.2 billion. Rather than an aggressive extradition, the draft proposes a voluntary transfer of the asylum-seekers and their associated capital to the United States of Thessara.
