We are monitoring the situation closely. While your public statements frame this as an “Enlightenment” initiative, the mass relocation of indigenous populations into your industrial labor force is generating significant friction across the international community. More importantly to Novara, the rapid importation of un-screened populations from the wastelands presents a massive, unquantified biological and epidemiological risk to the entire region.

Before this issue escalates to the floor of the United Commonwealth Senate or triggers international sanctions, we are opening this back-channel. We want to hear directly from your government regarding the exact nature of these operations, your end-game for these populations, and what bio-security measures you are implementing to ensure this does not trigger a regional health crisis.

The question of whether or not these people consent to Grimmwurm’s activities should be in the forefront inquiry of the international community. While Nordstjerne, and by extension, the Jacarian Realm, typically condemn expansionism at the expense of native populations, a move to control more of the African supported by its populations has no basis for such condemnation.

However, should this military procedure be detrimental to native populations, Nordstjerne’s view of the situation shall shift accordingly. We pride ourselves on the philosophy known as consent of the governed, and a breach of this consent only leads to internal turmoil and international unrest.

I would advise the nation of Grimmwurm to tread carefully.

SUBJECT: IMMEDIACY OF MILITARY WITHDRAWAL AND CESSATION OF HUMAN RIGHTS VIOLATIONS

The United States of Thessara has observed, with mounting outrage, the unauthorized deployment of Grimmwurm military forces into the sovereign and unclaimed territory of the African wastes. Let us be entirely clear: Thessara does not recognize your campaign of “Enlightenment” for what you claim it to be.

Your forces are invading foreign lands, subjugating native populations under the guise of handling “hostile savages,” and trafficking them back to Grimmwurm to be exploited as a disenfranchised, underpaid labor class. This is not enlightenment. It is state-sponsored human trafficking, forced labor, and imperialist expansion disguised as benevolence.

By undercutting the global labor market and brutally exploiting indigenous peoples, you have crossed a line that the international community cannot, and will not, tolerate.

Therefore, the United States of Thessara demands the immediate execution of the following directives:

Cease All Outward Marching: Halt all military advances into the African wastelands effectively immediately.
Total Withdrawal: Evacuate all Grimmwurm military personnel, armor, and assets back within your recognized sovereign borders within forty-eight (48) hours.
Repatriation: Begin the immediate, safe, and fully compensated return of all displaced native peoples to their rightful homelands.

Do not mistake Thessaran diplomacy for hesitation. Should your forces remain outside your borders past the designated window, or should reports of the exploitation of native peoples continue, the United States of Thessara will mobilize the full extent of its strategic arsenal. You will find no profit in this venture, only the unyielding fire and fury of a nation prepared to defend human dignity by force.

Mirroring the thoughts of our major diplomatic partners,

And pushing for the spread of diplomatic and free ideals globally,

The Colony of Nordstjerne, as headed by Prime Minister Hugo Johansson and staffed by the collective elected servants of the people, does hereby condemn the nation of Grimmwurm for the overextension of its power into non-Commonwealth territory.

The nature of these overextensions are as follows, as collected and arranged based on international and homeland intelligence:

The placement of military personnel, inncluding armed soldiers, into territory unclaimed by Grimmwurm and the wider Commonwealth as a whole;
The unfair and seemingly hostile treatment of native populations who have had a claim to their homeland long before military intervention;
The removal of individuals from their homes for the purpose of “enlightement” (a process to which details have not been shared but are suspected by officials to be unfair or brutal) without known consent en masse;
The use of removed individuals for the purpose of hard labor for low waged, comparable to that of the servants seen in prior centuries, and;
The expression of expansionistic opinions that could lead to further unrest on a global level.

The Colony furthers this statement by acknowledging the statements released by Grimmwurm officials, including its treatment of the removed natives. However, the legitimacy of these statements is unknown, and the forced removal of indigenous persons alone be grounds for condemntion.

Furthermore, the Colony dismisses the idea that “enlightment” is a process required by the indigenous persons in question. It is neither the purpose nor within the authority of a government to force specific beliefs onto non-consenting individuals, especially when said indivuals are currently being used for cheap labor.

Grimmwurm’s claim that these individuals are being treated the same as any other citizen is the weakest point of their government’s argument. This argument, obviously used to ease the worries of the parties known to Nordstjerne as the Diplomatic Heavyweights (including Thessara, Novara, Javnia, etc.), and is easily disproven by the use of the natives for low-demand hard-labor for low wages. This action mirrors that of our ancestors, especially those inhabiting the ancient lands of Europe before the Great War.

The Colony reinforces that the ideals of democracy, consent, and freedom represent the core principles of peace and prosperity. Representing the Jacarian Realm in Commonwealth affairs, the Colony interprets the international motto of the Realm, For the Good of All, as the definitive answer to the question of governance.

The Colony urges the government of Grimmwurm to cease its “enlightement” activities north of its borders and treat the indigenous groups outside its borders as independent, sovereign bodies, much like how other nations treat their neighbor states.

We will stand by the statement of the Thessaran government. Should the situation escalate, Nordstjerne is perfectly capable of and is absolutely willing to send troops to protect the interests of indigenous groups. We are, and shall always be, a friend of the people.
