OFFICIAL STATEMENT OF THE ACTING SPEAKER OF THE SENATE
By the Authority Vested in Me, I, Senator Jovan Montalban, hereby declare that I shall continue the regular operations of the Senate in my capacity as Acting Speaker of the Senate.
The forty-eight (48)-hour ultimatum issued to the Senate on 25 June 2026 has officially expired. The incumbent Speaker of the Senate, the Representative of the Kingdom of Greica, failed to respond to the ultimatum or report to the Senate Chambers within the prescribed period. Consequently, the Office of the Speaker is deemed inactive for purposes of legislative operations, and a state of active legislative paralysis is hereby formally declared.
To preserve the continuity of government and ensure the uninterrupted exercise of the legislative authority of the Senate, I hereby assume and continue the regular functions and responsibilities of the Acting Speaker until such time as the matter is resolved in accordance with the Constitution and applicable laws.
Accordingly, the Senate quorum is hereby declared officially restored, and all Senators are directed to immediately resume legislative proceedings.
The Senate shall immediately table and deliberate upon a constitutional amendment expanding the membership of the Senate from its current composition to either five (5) or seven (7) seats, thereby strengthening institutional resilience and preventing future legislative paralysis. A strict one-week legislative timetable is hereby established, with the objective of securing final ratification of the proposed amendments on or before 5 July 2026.
The Order of Business shall commence with:
Deliberation on the proposed Constitutional Amendments.
Consideration and debate on Proposal No. 3, introduced by the current Acting Speaker of the Senate, Senator Jovan Montalban.
The constitutional review shall prioritize the following areas requiring urgent reform:
Article III – Executive / World Assembly Delegacy
- Inactive Speaker freezing World Assembly voting and regional executive functions.
Article IV – Legislative Branch
Three-Senator minimum resulting in legislative paralysis whenever a single Senator becomes inactive.
Absence of codified procedures governing the popular election of the Speaker.
Lack of Presidential veto authority over ordinary Senate legislation.
Article V – Judicial Branch
Undefined structure, composition, and procedures of the Special Judicial Committee of the Senate.
One-year service limitation for the Chief Magistrate, which is impractical for the establishment of a newly constituted judiciary.
Article VI – Elections and Terms
Inactivity loopholes allowing prolonged vacancy through indefinite leave announcements.
Absence of a comprehensive election code governing nominations, elections, vacancies, and recalls.
Inadequate accountability mechanisms when a branch becomes incapable of conducting internal oversight.
Article VIII – Constitutional Amendments
Unnecessary thirty-day waiting period delaying Senator-sponsored constitutional amendments.
Executive authority to directly propose constitutional amendments, bypassing the Senate’s legislative prerogative.
Article IX – Founder’s Guardianship Collective
- Insufficient constitutional specificity regarding powers, responsibilities, composition, and operational procedures.
First Constitutional Amendment – World Assembly
- Existing JWAAC-to-Senate voting procedure is excessively slow and incapable of consistently meeting World Assembly voting deadlines.
These reforms are necessary to ensure a more stable, efficient, accountable, and continuously functioning constitutional government. All Senators are expected to participate actively in the forthcoming deliberations and discharge their constitutional responsibilities in good faith.
