SUBJECT: EXECUTION OF EMERGENCY RESET AND APPOINTMENT OF ACTING SPEAKER

NOVA PRIME, CAPITAL DISTRICT - Under the constitutional authority of the Founder’s Guardianship Collective (FGC) pursuant to Article IX, Section 3 of the Constitution of the United Commonwealth, the Office of the President, in coordination with the FGC, officially issues this executive decision.

I. Expiration of the Ultimatum

The forty-eight hour ultimatum issued to the Senate on June 25, 2026, has officially expired. The incumbent Speaker of the Senate (the Representative of the Kingdom of Greica) failed to respond or report to the chambers. Consequently, a state of active legislative paralysis is declared.

II. Suspension and Interim Appointment

Suspension of the Speaker: Effective immediately, the incumbent Speaker of the Senate Greica is suspended from all administrative, legislative, and World Assembly Delegacy duties.
Appointment of Acting Speaker: New Valdoria is hereby appointed as the Acting Speaker of the Senate, assuming all day-to-day legislative operations and session moderations.
The Legislative Mandate: The Senate quorum is officially restored. The Senate is directed to immediately table a constitutional amendment to increase the Senate size to five or seven seats. A strict one-week timeline is established, targeting final ratification on or before July 5, 2026.

III. Temporary World Assembly Delegacy Transfer

The Delegacy Barrier: The newly appointed Acting Speaker, the Federation of New Valdoria, is currently not a member of the World Assembly, legally preventing them from holding the in-game World Assembly Delegacy.
Emergency Executive Custody: To ensure the United Commonwealth does not miss critical WA votes during this transition, the FGC has executed an emergency, temporary variance.
Temporary Delegate: The in-game World Assembly Delegacy is temporarily transferred to the President of the United Commonwealth. The President shall hold the Delegacy and execute WA votes solely as a temporary measure until the Senate expansion amendment is ratified and fresh elections are completed next week to choose a permanent, WA-compliant Speaker.
