Global Space Communications, Tracking, and Research Network Plan
Government Implementation Memorandum — 2127
Following the establishment of the EAST3 Joint Space Program (EJSP), member nations have approved the development of a shared global space infrastructure network designed to support civilian space operations, scientific research, satellite management, planetary observation, and strategic space safety.
The system will operate as a unified EJSP network, allowing member nations to contribute infrastructure while maintaining shared access to space-based data.

1. Global Communication Station Network
The EJSP will construct:
National Space Communication Stations
· One dedicated communication station in each EJSP member nation.
· Each station will provide:
o Satellite communications support
o Spacecraft command and telemetry
o Deep-space communication relay capability
o Emergency backup communications
o Scientific data transmission
Afloat Sea-Based Communication Platforms
Five mobile communication platforms will be deployed globally.
Locations will be selected to provide maximum orbital coverage and reduce communication gaps.
Primary functions:
· Tracking spacecraft during low-horizon orbital passes
· Supporting launches from remote regions
· Providing backup communication during disasters
· Maintaining EJSP continuity if terrestrial stations are damaged
The sea platforms will function as floating space infrastructure hubs.

2. PESA Phased Array Radar Station Network (PPARS)
The EJSP will deploy:
One PPARS Station in Each Member Nation
and:
One Dedicated PPARS System on an Afloat Sea Base
The PPARS network will provide continuous space-domain awareness.
Capabilities:
· Tracking orbital spacecraft
· Monitoring satellites
· Detecting space debris
· Tracking failed spacecraft
· Supporting satellite collision avoidance
· Monitoring unidentified orbital objects
The system will also support planetary defense research and launch monitoring.

3. Strategic Launch Monitoring Capability
PPARS will provide EJSP members with independent tracking capability of:
· Rocket launches
· Orbital insertion attempts
· Space vehicle trajectories
· High-altitude missile events
The system is capable of detecting and tracking:
· Intercontinental ballistic missile launches (ICBMs)
· Reentry vehicles
· Space debris fields
· Unregistered satellites
The EJSP emphasizes that the network is primarily designed for:
“Space safety, scientific observation, and protection of shared orbital environments.”

4. EJSP Mission Control Structure
Primary Mission Control Center
People’s Republic of Guangzhou
The Guangzhou Mission Control Center will serve as:
· Main spacecraft operations hub
· Primary launch coordination center
· Satellite command authority
· Data processing center
· Space traffic management headquarters
Responsibilities:
· Mission planning
· Orbital management
· Satellite operations
· Emergency response coordination

Secondary Mission Control Center
The Colony of Nordstjerne
Nordstjerne will serve as the primary northern backup facility.
Responsibilities:
· Emergency mission takeover
· Polar orbit support
· Deep-space communication support
· Independent command redundancy
Its geographic position provides additional orbital visibility.

Third Secondary Mission Control Center
The Post-Collapse Super Nation of Zvlokiquix
The Zvlokiquix facility will provide:
· Additional mission redundancy
· Data storage
· Independent emergency operations
· Space weather monitoring
Together, the three mission control centers create a distributed command structure designed to survive regional disasters or infrastructure failures.

5. University of Zahmeel Space Research Initiative
The EJSP has designated:
University of Zahmeel
Lead Educational and Research Institute for Space-Based Studies
The university will coordinate:
· Space science research
· Astronaut training programs
· Orbital engineering studies
· Satellite technology development
· Space medicine research
· Planetary science
The university already maintains cooperation with the Javnian Military Space Operations Program, providing:

(OOC: Javnia will foot the bill for the construction of the identified facilities. It would be beneficial if you identified corporations in your nations that will work on the space program and Universities that will work in research and training. Also, if you would like to build more or other ground-based infrastructure that would be awesome. This RP will be using the baseline technology post. In game time Phase 2 starts on June 2128.
