Response by Senator Jovan Montalban of the People’s Republic of New Valdoria
Thank you for sharing your proposal. I encourage you to post it in the Proposal Requests section so that the Senators of the United Commonwealth may formally review it and the Senate Speaker may determine whether it is ready for approval:
https://unitedcommonwealth.freeflarum.com/d/160-request-approval-here-proposal-template-and-instructions/23
I also recommend that you format the proposal using the official proposal template before submission:
https://docs.google.com/document/d/1ViNeb730lIzCCbTVjzuw17kqq10SBZrFY9fIhgvehQ4/edit?usp=sharing
Since you are not currently a Senator, you cannot directly submit a Senate proposal. However, if you wish, I may sponsor the bill on your behalf once the necessary amendments and revisions have been considered.
Suggested Amendments and Improvements
I. Parliament Structure
The proposed 600–800 parliamentary seats is far too large for the current size of the United Commonwealth.
Consider a significantly smaller parliament based on the number of participating nations and active members.
Representation should be practical and proportional to the region’s actual population and activity.
II. Regional Political Parties
The proposed party names should be revised for clarity and consistency.
There is a duplication of Centre-Left Regional Party while no clear Centrist Party exists.
Consider a more logical structure:
Far-Left
Left
Centre-Left
Centre
Centre-Right
Right
Far-Right
III. Election System
Clarify who qualifies as a voter.
Clarify how elections will be conducted across different member states.
Define how seats are allocated proportionally.
IV. Quorum Requirements
The requirement of more than 90% attendance is unrealistic.
Most parliamentary systems operate effectively with a simple majority or a lower quorum threshold.
A lower requirement would prevent legislative deadlock.
V. Freedom of Debate
Articles restricting comparisons between parties and political speeches may conflict with democratic debate.
Parliamentary members should be permitted to discuss political differences respectfully.
Consider focusing restrictions on harassment, misinformation, or personal attacks rather than political discussion itself.
VI. Regional Government Formation
The requirement for automatic early elections after two months may create instability.
Consider alternative mechanisms such as coalition negotiations, confidence votes, or caretaker administrations.
VII. Regional Chairman
VIII. Security Provisions
- Security arrangements should be left to administrative regulations rather than constitutional or legislative mandates unless a specific need exists.
IX. Constitutional Entrenchment
X. Regional Reality and Practicality
The proposal assumes a highly developed federal-style regional government.
The United Commonwealth currently operates as a regional community of sovereign nations rather than a fully integrated political union.
The framework should be adjusted to match the region’s current size, membership, and institutional capacity.
I am open to further discussion and refinement of the proposal. Once revised and properly formatted under the official proposal template, I would be willing to consider sponsoring the bill for Senate review.
